REQUEST FOR PROPOSALS FOR PROFESSIONAL SERVICES FOR PSC ATTORNEY, LANDS/ROW ATTORNEY,
BOND COUNSEL,
ROW NEGOTIATOR, APPRAISER,
AND REVIEW APPRAISER
The Cool Ridge Flat Top Public Service District (PSD), located in Raleigh County, West Virginia, is in the process of obtaining proposals from firms to provide the necessary services for a buildout of the Water Loss Analysis and System Improvements Project. The selected professionals will work closely with the project's engineer/architect, administrator, accountant, and legal counsel.
Procurement of said services shall be in accordance with 2 CFR 200.320(b)(2). Proposals will be scored based on specialized or technical experience, related prior work experience, capacity to complete the work within the performance period, and cost that is reasonable and within the competitive range.
All those interested in being considered must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule, and ability to complete the work as needed on this project in a timely manner.

Attention is directed to the fact that the proposed project may be undertaken through sources including but not limited to WV DEP Drinking Water State Revolving Fund Principial Forgiveness Loan, WV IJDC Grant, Congressionally Directed Spending US EPA Drinking Water Grant, Governor's Congressionally Directed Spending Matching Grant, HUD CDBG Planning Grant, US Army Corps of Engineers Section 340 Grant, USDA Rural Development Grant and Loan, and Local. All work will be performed in accordance with the regulations issued by the funding agencies and the State of West Virginia appertaining thereto.
The PSD will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap, or national origin in the contract award.
The PSD reserves the right to accept or reject any and/or all proposals. The PSD also reserves the right to negotiate the fee for services.
