NOTICE
Town of Pine Grove
Notice is hereby given that the Town Council of the
Town of Pine Grove, a municipal corporation, will hold a
public hearing before the final vote on a proposed
ordinance, the principal object of which is the increase
of sewer rates for customers of the sewer system
operated by the Sanitary Board of the Town of Pine
Grove. The title of such ordinance is “An Ordinance
Setting Forth the Rates, fees and Charges for Service to
Customers of the Sanitary Sewer System of the Town of
Pine Grove”. The Ordinance proposes that increased
rates go into effect for service rendered 45 days after
adoption. The Ordinance proposes adoption of the
following rates:

STEP A
APPLICABILITY
Applicable within the territory served for service
rendered on and after June 27, 2026, until January 26,
2027.
AVAILABILITY OF SERVICE
Available for all domestic, commercial and small
industrial service.
RATES
$23.00 per 1,000 gallons applicable to all metered
usage in excess of 3,000 gallons per month.
MINIMUM CHARGE
No bill will be rendered for less than the following
amounts:
i. Each metered location served shall be subject to a
minimum charge equivalent to 3,000 gallons of usage
with no bill to be rendered for less than $69.00.
ii. Any Regular Use location served that is not metered,
if any, shall be assessed a Fee equivalent to 7,500
gallons of usage with a minimum of $172.50 per month.
iii. Irregular Users
A. Large industrial users shall be assessed a minimum
charge of $1,731.92 per month. The status of large
industrial shall be determined by the sanitary board
when an industrial customer seeks to be added to the
system.
B Random or “drop-off’ users such as motor homes or
septic tank cleaning services shall be assessed a
minimum fee for each delivery into the sewerage
collection or treatment system of $69.00 for each
one-thousand-gallon delivery or portion thereof based
upon the stated holding capacity of the container.
Deliveries of less than 1,000 gallons shall be charged
$69.00 each and deliveries of fractional thousands over
1,000 shall be rounded up to the nearest thousand.

APPLICABILITY
Applicable within the territory served for service
rendered on and after January 27, 2027.
AVAILABILITY OF SERVICE
Available for all domestic, commercial and small
industrial service.
RATES
$26.29 per 1,000 gallons applicable to all metered
usage in excess of 3,000 gallons per month.
MINIMUM CHARGE
No bill will be rendered for less than the following
amounts:
iv. Each metered location served shall be subject to a
minimum charge equivalent to 3,000 gallons of usage
with no bill to be rendered for less than $78.88.
v. Any Regular Use location served that is not metered,
if any shall be assessed a Fee equivalent to 7,500
gallons of usage with a minimum of $187.18 per month.
vi. Irregular Users
A. Large industrial users shall be assessed a minimum
charge of $1,979.66 per month. The status of large
industrial shall be determined by the sanitary board
when an industrial customer seeks to be added to the
system.
B Random or “drop-off’ users such as motor homes or

collection or treatment system of $83.43 for each
one-thousand-gallon delivery or portion thereof
based upon the stated holding capacity of the container.
Deliveries of less than 1,000 gallons shall be charged $83.43 each and deliveries of fractional thousands over
1,000 shall be rounded up to the nearest thousand.
SCHEDULE 2
APPLICABILITY
Applicable within the territory served for service
rendered on and after June 27, 2026.
SECURITY DEPOSIT
Every new applicant for service shall post a security
deposit equal to 1/6th of the average usage for the
applicant’s class of customer. The Town shall retain
security deposits posted by tenants until the tenant
vacates the premises.
DELAYED PAYMENT PENALTY
The above tariff is net. On all accounts not paid in full
within twenty (20) days of date of bill, ten percent (10%)
will be added to the net amount shown. This delayed
payment penalty is not interest and shall only be
charged once for each bill where applicable.
DISCONNECTION
If any bill is not paid within forty (40) days of date of bill,
water service to the customer will be discontinued.
Water service will not be restored until all past due
water bills and sanitary sewerage bills have been paid in
full and all accrued penalties plus, re-connection
charges have been paid.
TAP-ON-FEE
The connection charge (tap fee) shall be $600.00 or the
actual cost of installation, including materials and labor,
whichever is greater.
LEAK ADJUSTMENT
When any sewer customer has been granted a leak
adjustment by its water utility, a leak adjustment rate of
$10.00 per 1000 gallons shall apply to all usage in
excess of 200% of the customer’s average monthly
usage.
RETURNED CHECK CHARGE
A service charge equal to the actual bank fee assessed
to the utility will be imposed upon any customer whose
check for payment of charges is returned by their bank
due to insufficient funds.
A public comment hearing will be held in the Council
Chambers of the Town of Pine Grove, City Hall, 992
North Fork Road, Pine Grove, West Virginia on May 13,
2026, at 7:00 p.m. The final vote on adoption of said
proposed ordinance shall be held in the Council
Chambers on May 13, 2026, at the Council meeting
which will immediately follow the public hearing.
Interested parties may appear and be heard at such
time with respect to the passage of the proposed
ordinance. Copies of the proposed ordinance are
available at the Office of the Clerk, City Hall, in Pine
Grove.
