CITY OF CLARKSBURG NOTICE OF PUBLIC HEARING ORDINANCE APPROVING CREATION OF TAX INCREMENT FINANCING DISTRICT FOR GOFF BUILDING REDEVELOPMENT A public hearing will be held at a regular meeting of the City Council of the City of Clarksburg (the “City Council”) on Thursday, June 18, 2026, at 6:00 p.m. prevailing time or as soon thereafter as such item may be considered at such Council meeting, in the Council Chambers of the Clarksburg Municipal Building, located at 222 West Main Street, Clarksburg, West Virginia, and at such hearing any person interested may appear before the City Council and present comments, protests and suggestions. All comments, protests and suggestions shall be heard by the City Council and it shall then take such actions as it shall deem proper in the premises regarding an ordinance entitled: AN ORDINANCE APPROVING AND CREATING A NEW TAX INCREMENT FINANCING DISTRICT IN THE CITY OF CLARKSBURG, HARRISON COUNTY, WEST VIRGINIA TO BE KNOWN AS “CITY OF CLARKSBURG REDEVELOPMENT DISTRICT NO. 3 – GOFF BUILDING”; APPROVING THE PROJECT PLAN NO. 1 AS APPROVED BY THE WEST VIRGINIA DIVISION OF ECONOMIC DEVELOPMENT; ESTABLISHING A TAX INCREMENT FINANCING FUND AND PROVIDING FOR OTHER MATTERS IN CONNECTION THEREWITH. The above-entitled Ordinance has been adopted on first reading by City Council at a meeting of Council held on Thursday, February 5, 2026. The above-quoted title of the Ordinance describes generally the contents thereof and the actions contemplated thereby. The City contemplates enactment of said Ordinance. The Ordinance provides the final approvals necessary for the City to create a property tax increment financing district to be known as City of Clarksburg Redevelopment District No. 3- Goff Building (the “TIF District”), approve a project plan for the TIF District, create a TIF fund for the TIF District, approve the transfer of monies on deposit in the TIF Fund for City of Clarksburg Redevelopment District No. 1 to an escrow fund established by the City to pay costs associated with the redevelopment of the Goff Building and surrounding properties and matters relating thereto.
