Information Technology (IT) Consulting Services
1. Statement of Purpose
The County Commission of Raleigh County, West Virginia, is requesting proposals from qualified consultants to provide Information Technology (IT) consulting services. The goal of this initiative is to obtain expert assistance in IT planning, infrastructure assessment, and strategic direction to effectively meet the County's current operational needs and future goals.
2. Scope of Services
The selected contractor will provide guidance, management, and strategic recommendations for three primary departments: The Raleigh County Commission, The Raleigh County Clerk, and The Raleigh County Prosecuting Attorney.
The contractor must be experienced in public sector IT environments and will be responsible for the following core areas:
IT Infrastructure: Assessment, continuous monitoring, patch management, and technical support for enterprise network equipment, firewalls, and servers.
IT Planning & Strategy: Development of a comprehensive, long-term IT strategic plan.
Needs Assessment: Conducting structured interviews with department heads and county staff to identify technological gaps, operational needs, and efficiency opportunities.
Security & Disaster Recovery: Identifying cybersecurity risks, hardening infrastructure, and developing and testing robust disaster recovery and business continuity plans.
Software & Systems: Providing expert recommendations and specifications for procurement of computers, hardware, and computer servers.
3. Submission Requirements
Proposals must be submitted in a sealed envelope, clearly marked with your Company Name on the outside. To be considered for evaluation, proposals must include the following components:
Cover Letter: Signed by an authorized corporate representative, summarizing the firm's qualifications and commitment to the project.
Company Experience: A detailed history of providing similar IT consulting services, with a specific focus on experience within the public sector or government agencies.
Staff Experience: Resumes and a clear organizational chart for key personnel assigned to this project. Documentation must detail their specific roles and technological expertise.
Proposed Solution: A detailed narrative outlining the firm's recommended approach, methodologies, and tools to accomplish the Scope of Services.
Rates/Cost Proposal: A comprehensive, itemized breakdown of all costs. This must include hourly rates for personnel, software or licensing costs, and any anticipated additional expenses (e.g., travel).
References: Names, titles, and contact information for at least three (3) professional references from similar past projects.
Insurance: Evidence of the firm's ability to provide the required insurance coverage as specified in the County's sample agreement.

5. Contract Term and Review
Term: Yearly contract, subject to performance and annual
renewal.
Anticipated Start Date: July 1, 2026.
Opening: The Raleigh County Commission will open all timely, sealed proposals in a public meeting.
6. Rights and Disclaimers
The Raleigh County Commission reserves the right to reject any or all proposals, to waive technicalities or informalities, or to accept any proposal deemed to be in the best interest of the County. All proposals become the property of The Raleigh County Commission upon submission and will not be returned.
