Access Control and Security Enhancements
Wyoming County Schools Alternative Learning Center
Introduction
Wyoming County Schools is soliciting proposals from qualified vendors to provide and install an electronic access control system at the Wyoming County Schools Alternative Learning Center. The selected vendor shall provide all equipment, software, labor, programming, testing, training, and warranty services necessary to deliver a fully operational access control system.
Project Purpose
To enhance the safety and security of students, staff, and visitors through improved access management, monitoring capabilities, and controlled building entry.
Scope of Work
The successful vendor shall furnish and install a complete access control solution including:
Electronic access control management system
Expansion modules and controllers
Electronic locking mechanisms for designated entry points
Magnetic locks, electric strikes, or equivalent hardware
Exit request devices and motion sensors
Door position monitoring
Credential readers (card, fob, keypad, or equivalent)
Minimum of four (4) controlled access points
Cabling, wiring, raceways, and mounting hardware
Software licensing and administration tools
Installation, configuration, testing, and commissioning
Staff training and documentation
Warranty and ongoing support
Minimum Vendor Requirements
Licensed and insured in West Virginia
Experience with K-12 educational facilities
Three references from similar projects completed within the last five years
Compliance with all federal, state, and local regulations
Ability to meet school safety and background check requirements

Warranty and Support
Minimum one-year warranty on equipment and workmanship. Vendors shall provide service procedures, response times, and maintenance recommendations.
General Conditions
Wyoming County Schools reserves the right to reject any or all proposals, waive informalities, negotiate with vendors, request clarifications, and cancel the solicitation if deemed in the best interest of the district.
Submission Instructions
All sealed proposals must be received by Wyoming County Schools no later than noon on June 29, 2026. Proposals received after the stated deadline will not be considered and will be returned unopened.
It is the sole responsibility of the vendor to ensure that proposals are delivered to Wyoming County Schools by the specified deadline. Postmarks will not be accepted as proof of timely submission.

Project Background and Desired Features
The district is seeking a solution that includes access control hardware, electronic door security, credential readers, cabling, software, installation, programming, and training to secure designated entry points within the Alternative Learning Center. The district anticipates approximately four controlled access points and desires a scalable solution capable of future expansion.
