settlement of
Administrative Consent
Order No. 10409 which
resolves violation(s) of
the WV Water Pollution
Control Act which
occurred in Wetzel
County, WV. In
accordance with the
proposed Consent Order,
Solid Waste Services of
WV has agreed to pay
administrative penalties
and to comply with the
Act. Final ettlement is
subject to comments
received during the
thirty (30) day period
following this publication.

The Wheeling Park Commission invites proposals to provide all work, including but not limited to labor, materials, equipment supplies and transportation for the select renovations within the Oglebay Resort Wilson Lodge Chalets Interior Renovation. The project includes select interior renovations to the Chalets at Wilson Lodge.
Sealed bids will be received by Wheeling Park Commission until 1:00pm on Wednesday, July 15, 2026. The bids are to be delivered by either mail to Mr. Greg Salomon, Director of Capital Projects, Wheeling Park Commission, Oglebay Resort, 465 Lodge Drive, Wheeling, WV 26003 OR hand deliver the bids to the Wilson Lodge Front Desk to the attention of Mr. Greg Salomon. The bids will be opened publicly in a meeting room to be announced later.

A Prebid Meeting is scheduled for Wednesday, July 1, 2026 at 1:00pm at the Oglebay Resort Wilson Lodge (meet at the front desk)
ATTENDANCE IS MANDATORY, FOR ALL PROSPECTIVE GENERAL CONTRACTORS; optional for interested subbidders and material suppliers. All bidders should attend Meeting to familiarize themselves with the Project conditions and other relevant information.
After the review of the documents and after the pre-bid, written questions only will be addressed by addendum. The written questions must be submitted via email to Julie Doerr at

no later than 12:00 pm on Wednesday, July 8, 2026 with response back to the contractors no later than 12:00 pm on Friday, July 10, 2026.
A Bid bond executed by a surety company acceptable to Wheeling Park Commission in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award. No Bid may withdrawn for a period of ninety (90) days after the time of the opening of the Bids.
Any contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a contractor’s license and meets all the qualifications required by the statutes of the State of West Virginia and subdivision in which the work is to be performed.
The Wheeling Park Commission (OWNER) reserves the right to reject any or all bids and to waive any informalities therein.
