AIR QUALITY PERMIT NOTICE NOTICE OF OPEN COMMENT PERIOD AND NOTICE OF PUBLIC MEETING On August 20, 2025, Clean-Seas West Virginia, Inc. applied to the WV Department of Environmental Protection, Division of Air Quality (DAQ) for a permit to construct a chemical manufacturing facility (specifically, a facility that decomposes plastic into pyrolysis oil) located at 2700 East Dupont Ave, Suite 3B, Belle, Kanawha County, WV, at latitude 38.2081876 N and longitude -81.5081475 W. A preliminary evaluation has determined that all State and Federal air quality requirements will be met by the proposed facility. The DAQ is providing notice to the public of an open comment period for Permit Application R13-3728 and a public meeting regarding Permit Application R13-3728. This permit action will authorize the following potential emissions: Particulate Matter less than 2.5 microns, 1.23 tons per year (TPY); Particulate Matter less than 10 microns, 1.23 tons per year (TPY); and Particulate Matter, 1.23 TPY; Oxides of Nitrogen, 2.18 TPY; Carbon Monoxide, 2.20 TPY; Sulfur Dioxide, 0.89 TPY; Volatile Organic Compounds, 5.44 TPY; and Total Hazardous Air Pollutants, 0.84 TPY. Written comments must be received by the DAQ before 5:00 p.m. on Monday, July 27, 2026. The DAQ will hold an in-person public meeting to provide information, answer questions, and accept oral comments for the record for this permitting action. The meeting will be held at the Belle Town Hall's Gym at 1100 E Dupont Ave, Belle, WV 25015, on Tuesday, July 14, 2026, at 6:00 p.m. Doors will open at 5:30 p.m. to register Attendees.
