EXPANSION – OCEANETICS FACILITY
NOTICE IS HEREBY GIVEN THAT Wyoming County EDA, PO Box 1828, 506A River Road, Pineville, WV 24874 will accept sealed bids for the Rockefeller Industrial Park Expansion to be located at the John D. Rockefeller IV Industrial Park, in Wyoming County, WV.
Sealed bids will be received until 2:00 p.m. on Tuesday, August 4th, 2026 at which time all sealed bids will be publicly opened and read aloud. Bids received after that time will be returned to the bidder unopened.
The work consists of New Construction, but is not limited to, the following descriptive work outline, actual work is provided through the Construction Documents:
The Work consists of constructing a new 15,000 square foot (100' × 150') pre-engineered
metal building for Oceanetics, including all architectural, structural, mechanical, electrical,
plumbing, f ire protection, and site improvements required for a complete and functional
facility.
The building includes an 8-inch concrete slab-on-grade throughout. A resinous flooring
system is provided in designated bay areas as indicated in the Contract Documents.
The exterior envelope consists of metal wall panels and a metal roof system. Interior
faces of the exterior wall and roof assemblies will remain exposed, with faced insulation
and metal liner panels installed to 12 feet above finished floor in the bay areas.
A two-story office and administrative area is to be located along the south side of the
building. This area includes administrative offices, employee support spaces, restrooms,
and related functions, and serves as the primary public/visitor entrance.
The metal building structure is designed with a 33-foot eave height and a 2:12 roof slope.
The structural system includes framing and supports for two (2) 15-ton overhead cranes
operating on a single runway with two independent bridges. The crane bay area is
approximately 42' × 121'. The base bid includes both rail systems and a bridge for each.
a. There will be an alternate for a second bridge for each rail system,
(2) additional cranes included in the alternate.
The building will be fully sprinklered and includes a dedicated fire sprinkler riser room.
The facility includes five (5) 20' × 20' overhead coiling doors and multiple personnel doors
located around the perimeter, all as shown on the drawings.
Site work includes, but is not limited to:
a. Earthwork and grading
b. Parking areas and drive aisles
c. Sidewalks and concrete aprons
d. Utility connections and coordination
e. Other improvements as indicated in the Contract Documents.
All work to be accomplished in accordance with the drawings and specifications prepared by E.T. Boggess Architect, Inc. All bids must be enclosed in a sealed envelope bearing the name "Rockefeller Industrial Park Expansion." Faxed bids will not be accepted. Bids may be mailed or delivered to the Wyoming County EDA, PO Box 1828, 506A River Road, Pineville, WV 24874 if received prior to bid date.
A pre-bid meeting (not mandatory) will be held at the Wyoming EDA Of f ice on Wednesday, July 8th, 2026 at 10:00 a.m. Immediately following the meeting, a site visit will be conducted at the Rockefeller Industrial Park at 8446 Welch Pineville Road, Pineville, WV 24874. All general contractors bidding on the project are encouraged to attend the meeting to familiarize themselves with the project location, site conditions and other relevant information.
This is a federally assisted project. Bidders and contractors performing work under this advertisement are bound by the requirements of President's Executive Order 11246 as amended by Executive Order 11375; Title VI of the Civil Rights Act of 1964; Section 109 of Title 1 of the Housing and Community Development Act of 1974, as amended; Section 3 of the Housing and Urban Development Act of 1968; the Immigration Reform and Control Act of 1986; the Davis-Bacon Act; the Copeland "Anti Kickback" Act; the Contract Work Hours and Safety Standards Act; Public Law 100 202; and the Build America, Buy America. The bidder's attention is called to the "Equal Opportunity Clause" and the goals and timetables for minority and female participation in each trade and to the fact that not less than minimum wages set forth in the contract documents must be paid. Contractor is required to provide the Drug Free Workplace Certification in Accordance with WV Code 21-1D-5.
Suspension and Debarment – Recipient shall not entertain the use of businesses that are listed on the "System for Award Management" (SAM) at www.Sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180.
Funding for this project includes US Economic Development Administration Grant, WV Governor's Closing Fund Grant, Wyoming County Commission Grant, and Wyoming County Economic Development Authority Grants.
All bids must be accompanied by a Bid Bond, executed by the Bidder and an acceptable Surety, in an amount equal to 5% of the bid. The successful bidder will be required to furnish and pay for a 100% Performance and Material Payment Bond in the amount of the bid and prior to entering into a contract. No Bid shall be waived or returned because the Bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statutes of the United States, the State of West Virginia and/or local ordinances.

Wyoming County EDA reserves the right to reject any or all bids and to waive any informalities therein and to make such selection by item or total bid amount as deemed to be in the best interest of Wyoming County EDA. No bid may be withdrawn for a period of ninety (90) days after the time of opening of the bids. All bidders will be required to certify, indicate and acknowledge that he/she has all appropriate licenses and meets all qualifications required by the laws, regulations, and ordinances of the State of West Virginia and Wyoming County.
Pursuant to Chapter 21-Article 11 of the "West Virginia Contractor Licensing Act" of 1991, all Contractors doing business in West Virginia must be licensed to perform work in the State, the Contractors WV License number must be affixed to all submitted construction bids and fully executed and binding construction contracts and agreements.
