NOTICE TO BIDDERS
The Wheeling Park Commission invites proposals to provide all work, including but not limited to labor, materials, equipment supplies and transportation for the select renovations within the Wheeling Park Miniature Golf Renovation. The project includes the demolition and renovations to the existing miniature golf course at Wheeling Park. The project will be partially funded by a Land and Water Conservation Grant.
Sealed bids will be received by Wheeling Park Commission until 3:00pm on Thursday, July 30, 2026. The bids are to be delivered either by mail to: Mr. Greg Salomon, Director of Capital Projects, Wheeling Park Commission, The White Palace at Wheeling Park, Administration Offices, 1801 National Road, Wheeling, WV 26003 OR hand deliver the bids to The White Palace at Wheeling Park Front Desk to the attention of Mr. Greg Salomon/Nat Goudy. The public bid opening will commence immediately in a team center room in the White Palace.

A Prebid Meeting is scheduled for Wednesday, July 15, 2026 at 11:00am at Wheeling Park Mini-Golf Project Site, 1801 National Road, Wheeling, WV 26003. ATTENDANCE IS MANDATORY, FOR ALL PROSPECTIVE GENERAL CONTRACTORS; optional for interested subbidders and material suppliers. All bidders should attend Meeting to familiarize themselves with the Project conditions and other relevant information.
After the review of the documents and after the pre-bid, written questions only will be addressed by addendum. The written questions must be submitted via email to Julie Doerr at jdoerr@mills- grouponline.com no later than 12:00 pm on Thursday, July 23, 2026 with response back to the contractors no later than 12:00 pm on Monday, July 27, 2026. A Bid bond executed by a surety company acceptable to Wheeling Park Commission in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award. No Bid may withdrawn for a period of ninety (90) days after the time of the opening of the Bids. Any contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a contractor’s license and meets all the qualifications required by the statutes of the State of West Virginia and subdivision in which the work is to be performed.
The Wheeling Park Commission (OWNER) reserves the right to reject any or all bids and to waive any informalities therein.
