NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS Date of Publication: July 7, 2026 West Virginia Housing Development Fund (WVHDF) 5710 MacCorkle Avenue, SE, Charleston, WV 25304 304-391-8600 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the WVHDF. REQUEST FOR RELEASE OF FUNDS On or after July 23, 2026, the WVHDF will submit a request to the HUD for the release of HOME Investment Partnerships Program (HOME) funds under Title II of the Cranston Gonzalez National Affordable Housing Act of 1990, as amended, to undertake the following project: Project Title: Tiskelwah House Tiskelwah House (Project) is a proposed 29-unit multifamily housing development in Charleston, Kanawha County, West Virginia. The Project will consist of 2 buildings. The first building will be the rehabilitation of the former Tiskelwah Elementary School and will contain 17 units. The second building will be a new construction building containing 12 units. All units will serve families. All units will be income restricted to households/individuals earning at or below 60% of the area median income. The Project site is approximately 1.808 acres and is located at 600 Florida Street, Charleston, Kanawha County, WV, in Census Tract 7.00. Tiskelwah Apartments LP, a West Virginia limited partnership, will be responsible for the Project's development. Location: 600 Florida Street, Charleston, Kanawha County, WV 25302 Estimated Costs: The estimated total Project cost is $8,449,629.00. The WVHDF will provide a $950,000 HOME Program loan to finance a portion of the construction cost. FINDING OF NO SIGNIFICANT IMPACT The WVHDF has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR). The ERR will be made available for review at https://www.hudexchange.info/programs/environmentalreview/ environmental-review-records/ or provided upon request electronically via email or by U.S. mail. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the WVHDF at [email protected] or at the above address. All comments received by July 22, 2026, will be considered by the WVHDF prior to authorizing the submission of a request for release of funds. Comments should specify which Notice they are addressing. RELEASE OF FUNDS The WVHDF certifies to HUD that Nathan E. Testman in his capacity as Executive Director consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Tiskelwah Apartments LP to use HUD program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the WVHDF's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the WVHDF, (b) the WVHDF has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
