Request for Statement of Qualifications Huntington Sanitary Board NOTICE OF ADVERTISEMENT In accordance with West Virginia Code 5G – Procurement of Architect-Engineer Services by State and Its Subdivisions, the Huntington Sanitary Board (HSB) is soliciting Statements of Qualifications (SOQs) from qualified engineering consulting firms to provide professional services for the project described below, located in Huntington, West Virginia. The Statement of Qualifications (SOQ) Requirements shall be obtained from Jason Billups, PE at the HSB. The deadline completed submissions is no later than 4:00 p.m. August 14, 2026. Electronic Submission: jbillups @huntingtonsb.com Selection Process: This project is funded, in whole or in part, through the Fiscal Year 2026 U.S. Environmental Protection Agency (EPA) Congressionally Directed Spending (CDS) Program. Procurement of engineering services shall be conducted in accordance with applicable federal, state, and local requirements, including the provisions of 2 CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards). This procurement is being conducted in accordance with the Brooks Act, 40 U.S.C. 1101 – 1104, and applicable state procurement requirements. Based upon the review of the SOQs received, a minimum of three (3) firms shall be selected and invited to participate in interviews with the selection committee. Final selection will be based on qualifications in accordance with applicable procurement requirements. Firms responding to this solicitation must not be suspended, debarred, or otherwise excluded from participation in federally funded contracts and must be eligible for award under the federal System for Award Management (SAM).
