WYOMING COUNTY COURTHOUSE SECURITY PROJECT
ADVERTISEMENT FOR BIDS
The Wyoming County Commission will receive bids at the Wyoming County Courthouse, in the County Clerk's Office, directed to Jewell Aguilar, County Clerk, in sealed envelopes, via mail to PO Box 309, Pineville, WV 24874, for the following project: The Wyoming County Courthouse Security Project. These bids will be accepted until 4:00 p.m. on August 3, 2026. Bids will be opened two days later during the regularly scheduled meeting of the Wyoming County Commission on August 5, 2026 at 10:00 am.
The total base bid price for this contract shall include the costs for furnishing all labor, training, and completing full performance of the requirements as set forth below in this advertisement.
The six (6) month contract for this project will require the following:
1. Security personnel, in the forms of armed security guards, will be provided for the purposes of keeping the Courthouse and Courthouse property secure.
2. Security guards will man and operate both an x-ray machine and a metal detector and will require Courthouse visitors to pass through the metal detector and place any belongings, including but not limited to: wallets, purses, keys, any items in pockets, etc., through the x-ray machine, prior to entering the Courthouse.
a.Security Guards must be trained in how to use both machines (x-ray and metal detector) and
participate and complete any supplemental training required for machine operation.
3.The contractor must employ one (1) security guard at all times during the pendency of this contract at the Courthouse property. Should the dedicated guard call off work, the contractor must ensure he/she is promptly replaced.
4.The contractor shall be bonded and/or hold and maintain liability insurance.
5.The Contractor shall agree to provide proof of the qualifications of their security guards to carry and use firearms for security purposes, and provide the County with information regarding the employee's fitness to serve as a security guard, which information may include but is not limited to: background checks, criminal history (or lack thereof), and serious medical conditions that would affect performance as a security guard.
6. The contractor must hold and maintain a license to conduct business as a company employing security guards, as required by W.Va. Code 30-18-5 and W.Va. Code 30-18-6. The contractor understands that any violation of a contract awarded upon successful bid or any failure on the part of the contractor to fully comply with W.Va. Code 30-18-1 et seq. and the laws of West Virginia and the United States, may be actionable under the law, including but not limited to an action pursuant to W.Va. Code 30-18-12.
7.The bidding contractor understands that its guards will be responsible for manning the security equipment described above. The bidding contractor further understands that its guards will be responsible for security in general at the courthouse and will respond to any security concerns as needed and requested by Courthouse personnel.
8. The bidding contractor understands that it must employ one guard at all times the County Courthouse is open, from 8:00A.M to 4:00P.M. It must also employ one guard at all times when the Courthouse is open after hours, such as election days.
