Case No. 15-1617-MC-P C&H COMPANY, Charleston, Kanawha County. Petition to establish a three-year pilot program to be known as the Service Accountability Flexibility Experiment (SAFE) providing operating and tariff flexibility. NOTICE OF FILING OF APPLICATION FOR PILOT PROGRAM FOR CERTAIN TAXI CAB RATES AND OPERATIONS On October 2, 2015, C&H Company filed a Petition with the Public Service Commission of West Virginia seeking Commission approval to establish a three-year pilot program to be known as the Service Accountability Flexibility Experiment (SAFE), providing operational and tariff flexibility to C&H and other common carriers that choose to participate. The pilot program would allow taxi cab operators to: 1. Increase rates outside of a rate case up to 5 percent, as often as every 90 days, so long as the aggregate increase does not exceed 10 percent in a 12-month period. 2. Track trips electronically rather than by paper manifest. 3. Implement a no show / cancellation charge, snow rate, premium service rate, night / weekend rate and airport service rate. 4. Provide notice of rate and tariff changes by filing a tariff with the Commission 10 days in advance of the effective date and posting changes in the principal office of the certificate holder and on its web page. 5. Display rates inside vehicle and on certificate holder’s web page rather than on outside of vehicle. 6. Expand their fleets by including personal vehicles driven by their owners subject to certain criteria. The Commission established a procedural schedule, including a hearing on the petition that will begin a 9:30 a.m. on May 19, 2016, in the Howard M. Cunningham Hearing Room at the Commission offices at 201 Brooks Street, Charleston, West Virginia. Anyone desiring to intervene should file a written Petition to Intervene within 30 days following the date of publication unless otherwise modified by Commission Order. All requests to intervene should briefly state the reason for the request and comply with the rules on intervention set forth in the Commission Rules of Practice and Procedure. The Commission will receive public comments until the beginning of the hearing.
