Separate sealed BIDS for the cons-truction of:
CONTRACT NO. 1:
Wastewater Treatment Plant Up-grade
The proposed project will consist of the construction of a tertiary treatment process to facilitate removal of phosphorus by converting the existing chlorine contact tank into reaction and mixing tanks for coagulant and magnetites. Following the reaction and mixing tanks a tertiary clarifier will be constructed to allow for settling of the flocculated particles containing phosphorus and other solids.  A building will be constructed to house chemicals, chemical feed equipment, various pumps, and the magnetite recovery equipment and electrical control panels.  A lift station will be constructed at the wastewater treatment plant following the tertiary clarifier.  An ultraviolet disinfection system will be constructed after the intermediate wastewater treatment plant lift station to replace the currently used chlorine disinfection method.  The existing equipment within the headworks building; consisting of the mechanical bar screen, vortex grit removal system, and the grit classifier will be replaced in this project.  The existing walls surrounding the sludge drying beds will be replaced and raised.
CONTRACT NO. 2:
Lift Station Replacements
Existing Lift Stations #1, #2, and #3 will be replaced with new submersible type lift stations.  Collection system line modifications will be required to direct existing sewage flow into the new lift stations.  Lift Stations #2 and #3 will use their existing generators, while Lift Station #1’s generator will be replaced. All three (3) lift station generator/control structures will be rehabilitated and modified to house the new lift station controls and telemetry.  The existing lift stations will be partially demolished and abandoned in place after the new proposed submersible lift stations are constructed and are operational.  Temporary Sanitary Sewer Overflows will be constructed at Lift Station#1 and #2, consisting of a trash basket manhole, flow meter, and outfall.
Will be received by the Town of Alderson at the Town Hall in Alderson, West Virginia until 1:30PM, (local prevailing time), on June 22, 2016, and then at said office publicly opened and read aloud.

Copies of the BIDDING DOCUMENTS may be obtained at the office of Stafford Consultants, Inc., located at 1105 Mercer Street, P.O. Box 5849, Princeton, West Virginia 24740 upon payment of $300.00 for a complete set.
Any BIDDER or NON-BIDDER, upon returning the BIDDING DOCUMENTS within ten (10) days of BID opening and in good condition, will be refunded $50.00.
A mandatory pre-bid conference will be held on May 31, 2016 at 10:00AM (LPT) at the office of the Town of Alderson in Alderson, West Virginia.
In the early afternoon following the conference, a field review of the project will be held for interested BIDDERS.
A Bid Bond executed by the Bidder and a grantee Bidder and a Bidder, surety company approved by the Grantee, Town of Alderson, West Virginia in the amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award, No Bid Bond shall be waived or returned because the Bidder failed to or cannot comply with any requirements as set forth in Plan, Specifications, or any applicable statues of the United States, the State of West Virginia and/or local ordinances.
No bidder may withdraw their bid for a period of ninety (90) days after the time of the opening of the Bids.
All BIDDERS must hold a current West Virginia Contractor’s License on the date of bid opening.
BIDDERS on this work will be required to comply with the President’s Executive Order No. 11246 entitled “Equal Employment Opportunity”as amended by Executive Order 11375 and “HUD Section 109”which prohibits discrimination in employment regarding race, creed, color, sex or national origin.
BIDDERS must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and the West Virginia Division of Labor Wages for Construction of Public Improvements pursuant to West Virginia Code §21-5A-3. Bidder will be required to pay the higher of the State or Federal Wage Rates appropriate for each worker classification.

BIDDERS on this work will be required to comply with the President’s executive Order No. 11246.  The requirements for BIDDERS and contractors under this order are explained in the specifications.
SUSPENSION AND DEBARMENT
Recipient shall not entertain the use of businesses that are listed on the “System for Award Management (SAM)” at www.sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180.
Any Contractor submitting a Bid on this project hereby certifies, indicates and acknowledges that he/she has a license and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed.
The OWNER reserves the right to reject any or all bids and to waive any informality therein.
For the purpose of clarification, it is understood that the work to be done is being financed in whole or in part by means of a grant and a loan by the West Virginia Infrastructure and Jobs Development Council (WVIJDC).
This construction of this project will be funded in part with funds made available from the Federal Government through the US Army Corps of Engineers Section 340 program. Bidders must comply with all applicable laws and regulations for construction projects receiving Federal aid including, but not limited to, the Civil Rights Act of 1964, the Contract Work Hours and Safety Standards Act, and the Davis-Bacon Act as amended.
