PO Box 5849, Princeton WV 24740 Separate sealed BIDS for the construction of: CONTRACT NO. 1: Sewer Collection System The proposed project will consist of the construction of a sewer collection system to provide the community of Winona. The collection system contract consists of a combination STEP (Septic Tank Effluent Pumping) and a STEG (Septic Tank Effluent Gravity) system. Contained in the system is approximately 13,864 L.F. of 6-inch PVC gravity collection main, 1,732 L.F. of 2-inch PVC forcemain, 50 manholes, 11 S.T.E.G. tanks, 1 S.T.E.P. tank w/ pump, 1 pump station, 1 grinder station, and 3 community systems to be used as holding facilities with effluent pumps and effluent lines to the Wastewater Treatment Plant (CONTRACT No. 2). CONTRACT No.1 will start with a cleanout at the property line where the Wastewater Treatment Plant facility is located. CONTRACT No. 2 will end by tying into this cleanout at the proposed invert elevation. It is the CONTRACTOR’s responsibility to communicate and coordinate the work performed to avoid constructions problems or delays to the project’s completion schedule. will be received by the New Haven PSD at the Fayette County Commission in Fayetteville, West Virginia until 1:30 p.m. local prevailing time (LPT), September 15, 2016 and then at said office publicly opened and read aloud. The BIDDING DOCUMENTS may be examined at the following locations: Copies of the BIDDING DOCUMENTS may be obtained at the office of Stafford Consultants, Inc., located at 1105 Mercer Street, P.O. Box 5849, Princeton, West Virginia 24740 upon payment of $300.00 for a complete set. Any BIDDER or NON-BIDDER, upon returning the BIDDING DOCUMENTS within ten (10) days of BID opening and in good condition, will be refunded $50.00. A mandatory pre-bid conference will be held on August 24, 2016 at 10:00 a.m. (LPT) at the office of the Fayette County Commission in Fayetteville, West Virginia. In the early afternoon following the conference, a field review of the project will be held for interested BIDDERS. A Bid Bond executed by the Bidder and a grantee Bidder and a Bidder, surety company approved by the Grantee, New Haven Public Service District, West Virginia in the amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award, No Bid Bond shall be waived or returned because the Bidder failed to or cannot comply with any requirements as set forth in Plan, Specifications, or any applicable statues of the United States, the State of West Virginia and/or local ordinances. No BIDDER may withdraw their bid for a period of ninety (90) days after the time of the opening of the Bids. All BIDDERS must hold a current West Virginia Contractor’s License on the date of bid opening. BIDDERS on this work will be required to comply with the President’s Executive Order No. 11246 entitled “Equal Employment Opportunity” as amended by Executive Order 11375 and “HUD Section 109” which prohibits discrimination in employment regarding race, creed, color, sex or national origin. BIDDERS must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and the West Virginia Division of Labor Wages for Construction of Public Improvements pursuant to West Virginia Code c 21-5A-3. Bidder will be required to pay the higher of the State or Federal Wage Rates appropriate for each worker classification. AMERICAN IRON AND STEEL REQUIREMENT P.L. 113-76, Consolidated Appropriations Act, 2014 (Act), includes an “American Iron and Steel (AIS)” requirement in section 436 that requires Clean Water State Revolving Loan Fund (CWSRF) and Drinking Water State Revolving Loan Fund (DWSRF) assistance recipients to use iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works. The requirements for BIDDERS and contractors under this order are explained in the specifications. SUSPENSION AND DEBARMENT Recipient shall not entertain the use of businesses that are listed on the “System for Award Management (SAM)” at www.sam.gov in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180. Any Contractor submitting a Bid on this project hereby certifies, indicates and acknowledges that he/she has a license and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed. The OWNER reserves the right to reject any or all BIDS and to waive any informality therein.
