ACCEPTING PROPOSALS
In contemplation of submitting a grant to bring the main Courthouse into NEC and Fire & Safety Code compliance, the McDowell County Commission will be accepting proposals until 3 p.m. on September 17, 2018 for the items listed below to be installed throughout the two main Courthouse buildings located at 90 Wyoming Street, Welch WV 24801. Proposals are to be plainly marked McDowell County Emergency Lighting – CFI-16CY on the front of the envelope and mailed or hand delivered to the McDowell County Commission, McDowell County Clerk’s Office, 90 Wyoming Street, Suite 111, Welch, WV 24801. The McDowell County Commission is not responsible for late or misdirected mail or deliveries. A walkthrough of the buildings is set for 10 a.m. September 11, 2018 beginning in the breezeway between the two buildings.
The proposal must meet NEC and all other fire and safety code requirements. The proposal must also include all electrical work required to complete the project, a detailed description of the proposed plans including electrical requirements, diagrams, a detailed list of materials, where possible pamphlets or photos of the proposed materials, a breakdown of the cost of materials and labor, and the estimated amount of time required to complete the project.
Scope of project proposal:
1. Installation (including all electrical components) of emergency exit discharge lighting at all exit doors. Note: Per NEC a minimum of 1 footcandle average at exterior doors are required for emergency exit discharge lighting. The code also requires that the exit discharge fixtures to be installed so that the burning out of a lamp, etc. does not leave the area in darkness by using either a 2-lamp fixture or 2 separate fixtures.
2. Installation (including all electrical components) of exit signs throughout the buildings. The Exit signs are required to remain illuminated during a loss of power for a minimum of 90 minutes.
3. Installation (including all electrical components) of emergency lighting with a minimum of 1 footcandle average along the exit path throughout the buildings.
Please note that this is only a request for proposals to determine estimated cost and feasibility of the proposed project and is Not a bid. The County Commission is under no obligation to submit a grant or otherwise implement the project. IF a grant is submitted and awarded, the project will follow all grant requirements using the formal bid process, including all bids and contract requirements including but not limited to permitting, wage, bond, insurance, certification requirements, etc.
