INVITATION TO BID
The Wheeling Housing Authority is seeking sealed bids from qualified companies to provide Asbestos Abatement Services and Demolition of Sacred Heart Church and a single car garage located at 99 Main St. Wheeling, WV, until 10:00 a.m. on Thursday, April 4th, 2019, at which time and place all bids will be publicly opened at our Main Office located at 11 Community St. in Elm Grove. The church was heavily damaged from a fire in 2018 and an asbestos survey has been completed with asbestos present. All professional services related to this project will be provided under (1) contract and the completion time is 60 days. The contractor shall comply with all government regulations, laws, and ordinances applicable to the assigned project. Scope of Work
The entire two (2) structures are to be demolished and removed from the lot. Utilities have been disconnected. The playground equipment and fencing will remain on the site. All trash, rubbish, and debris is to be disposed of. The lot shall be graded for positive drainage with clean fill and seeded. Erosion control to be placed as needed.
The Demolition contractor will be responsible for the following:
1. Asbestos removal is required. There is an estimated 10,000 square feet of floortile, a boiler, and air cell insulation that must be abated prior to removal of the building.
2. Prior to demolition a few items (doors, cornerstone, building stones) are to be removed and provided to the Wheeling Housing Authority.
3. Verify the address of the property, check the map and parcel no. for the size and shape,
and review and inspect site prior to bidding.
4. Comply with all applicable laws, ordinances and codes of the federal, state, and local governments and shall commit no trespassing on any public or private property in performing any of the work as outlined.
5. The debris shall be hauled to an approved landfill (manifest required) by local codes and laws.
6. All work shall encompass all of the property and to the edge of the street and/or streets.
7. Completely demolish and remove the entire structures including all related and unrelated, attached and detached, surface and subsurface structural systems, materials, fixtures, and utility systems, concrete slabs, foundations, and other improvements related or unrelated as described. Dust control shall be provided by contractor.
8. The owner has terminated all existing utility services. The contractor will be responsible for any cutting and capping of those utilities to meet city code requirements.
9. Locating, termination, removal and protection of utilities, services, curbs, sidewalks, streets, and roadway shall be the responsibility of the contractor. Any damages shall be immediately repaired by the contractor, at the contractor’s expense. The contractor shall cap off the existing sewer service at the street right of way.
The Wheeling Housing Authority reserves the right to reject any or all bids or waive any informalities in the bidding. Sealed bids are to be marked “Church & Garage Abatement/ Dem-
