The bids will be opened publicly. The OWNER reserves the right to reject any or all bids and to waive any informalities therein.
Bidders on this work will be required to comply with: Labor standards established by West Virginia Department of Labor; City of Wheeling WV B&O Tax; be a licensed West Virginia Contractor in good standing

A Prebid Meeting is scheduled for Monday, June 24, 2019 at 2:00pm at The Artisan Center Second Floor, 1400 Main Street, Wheeling, WV.
ATTENDANCE IS MANDATORY, FOR ALL CONTRACTORS. All bidders should attend Meeting to familiarize themselves with the Project conditions and other relevant information.

no later than Tuesday, July 2, 2019 at 12:00PM with response back to the contractors no later than Wednesday, July 3, 2019 by 4:00PM.
A Bid bond executed by a surety company acceptable to Wheeling Heritage in the amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award. Performance and payment bond shall be submitted with each bid.
No Bid may withdrawn for a period of ninety (90) days after the time of the opening of the Bids.
Any contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a license and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed.
