Receiving Stream: Howard Creek of Greenbrier River
Activity: To operate and maintain an existing 2.5 million gallon per day (MGD) sewage collection and treatment system. The system is designed to serve 32,000 persons or equivalents in the City of White Sulphur Springs and its surrounding environs and discharge treated wastewater via Outlet No. 001 to Howard Creek (3.9 miles from its mouth) of the Greenbrier River of the New River. Additionally, to operate and maintain disposal systems and best management practices for the discharge of untreated storm water runoff from the treatment plant site through Outlet No. 003 to Howard Creek of the Greenbrier River.
Also to accept non-domestic wastewater from the UPS package handling facility, the Greenbrier Resort Motor Pool, and the West Virginia Great Barrel Company.
Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be disposed of at a sanitary landfill by placing the sewage sludge in the landfill cell.
An antidegradation review has been conducted and Tier 2 protection is provided for the uses specified in Title 47, Series 2, Section 6.

On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins July 22, 2019 and ends August 21, 2019.
Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address, and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
The application, draft permit, and any required fact sheet may be inspected, by appointment, at the Division of Water and Waste Management Public Information Office, at 601 57th Street SE, Charleston, WV 25304-2345, between 8:00 a.m. and 4:00 p.m. on business days.
