REQUEST FOR
PROPOSAL
HVAC ENGINEERING SERVICES
WHEELING CITY
COUNTY COURTHOUSE AND RELATED BUILDINGS OHIO COUNTY COMMISSION

The County Commission of Ohio County, West Virginia is seeking proposals from qualified engineering firms to provide professional services for planning, designing, construction bidding, and contract administration assistance and other services as may be necessary for the HVAC engineering services for the Ohio County Commission at the Wheeling City County Courthouse.

Wheeling City County Courthouse building is 96,000 square feet, with a conditioned floor area of around 70,000 square feet. The building use type can be classified as an office building for the most part except about 10,000 square foot of Courtrooms, Judges’ Chambers and Jury Rooms, and 5,500 square feet of Library area and stacks. The building has a Basement and Penthouse in addition to 5 floors. First through Fifth floors are served by 7 Air Handling Units (AHUs) with each floor being conditioned by one or a combination of multiple AHUs. The heating and cooling are sourced by boilers and air-cooled chillers, respectively. Air-to-air heat pump conditions the stairs and exit corridor (Third floor). Offices in the Basement are served by DX split system and there are unit heaters and DX system conditioning Penthouse mechanical rooms and elevator room, respectively.

The Ohio County Commission has a formal Request for Proposal that will be furnished by the AUROS Group upon request. AUROS Group is performing Owner Performance Advocacy and Owner Representation services for this project and will be the contact for proposals. Proposals are due by 3:00 p.m. on Friday, August 30, 2019 addressed to: Beth Eckenrode c/o AUROS Group, 1500 Chapline Street, Wheeling, WV 26003.

Selection of the successful engineering firm will be done through the procurement process set forth in WV Code 5G. Firms submitting proposals must be able to begin work immediately and work on a very aggressive timeline.

Prospective firms shall not contact the Ohio County Commission regarding this RFP.

The Ohio County Commission reserves the right to waive any informality or irregularity in any proposal, to accept, reject any and all proposals or to negotiate with apparent qualified firms.
