ADVERTISEMENT FOR BIDS Sealed Bids will be received by the City of Lewisburg at the Town Hall, located at 942 W. Washington Street Lewisburg, WV 24901, at the specified dates and times for the following work: City of Lewisburg Fairlea Tank Waterline Replacement Contract No. 1: City of Lewisburg, until 1:30 P.M., L.P.T., November 19th, 2019. The total base bid price for each contract shall include the costs for furnishing labor and materials and performing all work set forth in the Advertisement for Bids, Information for Bidders, Forms of Proposal, General Conditions, Supplemental General Conditions, and Plans and Detail Specifications prepared by Chapman Technical Group. Immediately following the scheduled closing time for the reception of bids, all proposals that have been submitted in accordance with the conditions of this project will be publicly opened and read aloud. The work to be bid upon is described as follows: Contract No. 1 The Project consists of the installation of approximately 230 L.F. of 12″ PVC Certa-Lok RJIB DR 14 waterline by means of horizontal directional drilling; installation of approximately 250 L.F. of 12″ PVC Certa-Lok RJIB or C900 DR 14 waterline; two connections to existing waterline; 40 S.Y. of asphalt driveway repair, and is identified as Contract No. 1 – City of Lewisburg Fairlea Tank Waterline Replacement; and is shown on Contract Documents prepared by Chapman Technical Group. Dodge Corporation www.dodge.construction.com Copies of the BIDDING DOCUMENTS MUST be obtained from Chapman Technical Group., through their digital Plan Room http://www.chaptech.com/plan-room upon payment of $200 for Contract No. 1. BIDDING DOCUMENTS may also be obtained by calling 304-727-5501. Upon receipt of payment, printed copies will be mailed out to the prospective Bidder. Digital copies (on a CD) of the bidding documents are included with the purchase of the printed bidding documents. Payment is not refundable. Bids from anyone not on the Engineer’s Plan Holders List will not be opened. A Pre-Bid Meeting will be held on November 12th, 2019 at 1:30 P.M., L.P.T., located at 942 W. Washington Street Lewisburg, West Virginia, 24901. Bids shall be accompanied by a bid bond or a certified check in an amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the bid to insure the execution of the contract for which the bid is made. In case the bid is not accepted, the check or bid bond will be returned to the bidder, but if the bid is accepted and the bidder shall refuse or neglect to enter into a contract with the City of Lewisburg within fifteen (15) days after the time he has been notified of the acceptance of his bid, the said check or bid bond shall be forfeited to the City of Lewisburg as liquidated damages for the failure to do so. Each BID for each contract must be submitted in a separate sealed envelope containing the executed Bid Form, and included in a larger sealed envelope containing the Bid Bond, Power of Attorney, Drug-Free Workplace Compliance Certification, Certification of Receipt of Addenda, WV Jobs Act Certification, and valid WV Contractor’s License. Both sealed envelopes must have the following information in the lower left hand corner for the respective contract being bid: Contract No. 1 (as applicable) “Name and Address of Bidder, City of Lewisburg, Bid on Fairlea Tank Waterline Replacement, Contract No. 1, to be opened at 1:30 P.M., L.P.T., November 19th, 2019. The Contractor’s Qualification Statement form from the two (2) lowest bidders must be submitted to Chapman Technical Group, 200 Sixth Avenue, St. Albans, West Virginia 25177, by 4:00 P.M., November 26th, 2019. Construction time limit is 60 calendar days for Contract No. 1. No Bidder may withdraw their Bid for a period of ninety (90) days after the time of the opening of the Bids. The City of Lewisburg reserves the right to waive informalities and to reject any and all bids. Section 746 of Title VII of the Consolidated appropriations Act of 2017(Division A-Agriculture, Rural Development, Food and Drug Administration, and Related Agencies, Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies to American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron and steel: lines or unlined pipe and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The de minimis and minor components waiver (all project specific waivers as applicable) apply to this contract.
