Request for Expressions of Interest
Pursuant to WV Code 5G-1-3, the Brooke County Commission is seeking Expressions of Interest from architectural and engineering firms for all professional services required for (1) the design of a new judicial center and (2) subsequent space planning and renovations to the historic courthouse located in Wellsburg, West Virginia. Services will include preparations of construction documents and bid specifications, as well as construction contract administration to ensure compliance with the project terms and specifications. This project is contingent upon funding and a decision by the Brooke County Commission to accept and approve the project.
Interested parties are invited to submit an Expression of Interest that will include the following: Firm background and overall qualifications, key personnel assigned to the project, relevant judicial and courthouse design experience (preferably within the state of West Virginia), and client reference for completed judicial/courthouse projects.
The Brooke County Commission will evaluate the Expression of Interest and will conduct interviews with at least three of the submitting professional firms deemed to be most highly -qualified to provided the services and will rank the firms in order of preference. This includes negotiating a contract with the firm determined to be the most highly-qualified, subject to fair and reasonable compensation and scope of service. If the Commission is unable to negotiate a satisfactory contract with the highest rank firm, then that negotiation will be terminated. The Commission will the undertake negotiations with the next highest ranked firm following the same procedures. This procedure will be continued thereafter until an agreement is reached.
The Brooke County Commission reserves the right to reject any and all Expressions of Interest and to make award in any manner deemed by it, in its sole discretion, to be in the best interest of the Brooke County Commission in accordance with WV Code 5G 1-3.
