Wheeling Historic District (Additional
Documentation, 2019)

The Wheeling Historic District (Additional Documentation, 2019) in Wheeling, Ohio County, West Virginia, will be considered by the West Virginia Archives and History Commission for nomination to the National Register of Historic Places at its meeting on February 20, 2020. The meeting will take place at 1:00 p.m. at the Culture Center, 1900 Kanawha Boulevard, East, Charleston, West Virginia. If the meeting must be cancelled due to inclement weather, lack of quorum, or other emergency, it will be rescheduled for February 27, 2020 at a location to be determined. the day before the scheduled meeting. The notice will provide confirmation of date and location of rescheduled meeting.

The purpose of this nomination is to update the historic district inventory and individual property classification (Section 7) as well as historical information and district significance (Section 8) from the original Wheeling Historic District nomination written in 1978. The Wheeling Historic District was subsequently listed in the National Register of Historic Places on December 31, 1979.

The documentation to be considered pertains to the existing historic district which includes approximately 55.8 acres in the city of Wheeling roughly bounded by Water Street to the west, 18th Street to the south, Eoff Street to the east, and 10th Street to the north. Listing in the National Register, the Federal government’s official list of historic properties worthy of preservation, results in the following for historic properties:

1. Consideration in planning for Federal, Federally licensed, and Federally assisted projects. The Advisory Council on Historic Preservation must be given an opportunity to comment on all Federally funded or licensed projects affecting listing properties. For further information, see 36 CFR 800.

2. Eligibility for Federal tax provisions. The Federal Internal Revenue Code encourages the preservation of depreciable historic structures by allowing favorable tax treatments for rehabilitation, and also provides for charitable contributions for conservation purposes of partial interests in historically important land areas or structures. For further information, see 36 CFR 67.

3. Eligibility for State tax provisions. Homeowners Residential and Commercial / Income-producing tax credits are available for historic properties which are rehabilitated and meet the Secretary of the Interior’s Standards for Rehabilitation.

4. Consideration of historic value in the decision by the State or Federal government to issue a surface coal mining permit where coal is located. For further information, see W. Va. Code R. Section 38-2.

5. Eligibility for Federal and/or State grants-in-aid, whenever funds are appropriated by Congress and/or the West Virginia Legislature.

Owners of private property within the nominated boundary may concur in, object to, or comment on the nomination in accord with 36 CFR Part 60. Any owner or partial owner who objects to listing should submit a notarized statement (certifying ownership and objection to listing) by February 22, 2020 to Ms. Susan M. Pierce, Deputy State Historic Preservation Officer, Department of Arts, Culture and History, The Culture Center, 1900 Kanawha Blvd. East, Charleston, West Virginia 25305-0300. Moreover, all interested parties may comment on the nomination, especially on the significance of the property and whether or not it meets the National Register Criteria for Evaluation. These written comments may be made to the same address by February 20, 2020. Should the meeting be postponed, comments and objections will be accepted until the date of the rescheduled meeting.
