QUALIFICATIONS FOR
ENGINEERING
SERVICES
The City of Moundsville (herein referred to as the “City”) is requesting Qualification Proposals from interested parties for Engineering Services, as it relates to the proposed new Splash Pad to be located adjacent to the Four Seasons Pool, 300 Mulberry Avenue, Moundsville, WV 26041.
The Moundsville City Council (and/or its designated representatives) will be evaluating submissions to this request and will ultimately select a firm judged to be both responsible and responsive to the request in every way. The City will be following the State of West Virginia 5-G Procurement Process. The City intends to ultimately interview some or all of the prospective Firms to discuss their Qualifications and Proposal, which may include anticipated concepts and proposed methods of approach to the project. The submission shall include past project experience of the Firm, design team member qualifications, and performance on similar projects with references. After ranking by the Committee, no less than three Firms deemed to be the most highly qualified will be invited for an interview process. Firms will be ranked again, and then asked to provide fees and rates for the scope of work based on the order. The format for submittals is listed below. Five (5) copies of submittals of Qualifications from interested businesses should be enclosed in a sealed opaque envelope marked “Request for Qualifications for Engineering Services”. Proposals must be submitted and time-stamped into the City Clerk’s Office prior to 3:00 PM on Thursday, April 16, 2020. Failure to provide the required information as requested in the RFQ for the City’s review may result in disqualification.
The City shall make positive efforts to utilize Disadvantaged Business Enterprises for its supplies and services and shall allow these sources the maximum feasible opportunity to compete for contracts. The City does not discriminate on the basis of race, color, national origin, sex, religion, age or disability for the provision of services.
The City reserves the right to accept or reject any or all proposals, to waive technicalities, and to take whatever action is in the best interest of the City of Moundsville.
