1. SEALED
PROPOSALS

Sealed proposals shall be submitted in duplicate and received by the Housing Authority of the City of Romney offices at 100 Valley View Drive, Romney, West Virginia 26575 until 10:00 AM local time on Wednesday, June 16, 2020 for the Roof
Replacements at Valley View Apartments. Thereafter, such proposals shall be publicly opened and read aloud. Bids received after that time will not be accepted. Interested parties are invited to attend. The sealed proposals shall be in accordance with the plans and specifications prepared for the Owner by Bushey Feight Morin
Architects Inc., telephone (301) 733-5600.

2. PRESENTATION OF BIDS

Shall be submitted in strict accordance with the Instructions to Bidders and the Standard Form of
Proposal attached to the Specifications. No bidder may withdraw his bid for a period of sixty (60) calendar days after the day of the bid opening. Bona fide General Bidders must be licensed by the State of West Virginia.

3. DOCUMENTS

Bonafide Roofing Contractors may obtain electronic copy of the drawings and specifications in .pdf format from Bushey Feight Morin Architects beginning May 13, 2020, upon
request by email to

Upon award of the
Contract, the successful General Contractor shall utilize the electronic copy for printing of additional sets required for construction. Any addenda will be
provided electronically in the same fashion to those who have obtain
documents from
BFM Architects.

4. DESCRIPTION OF WORK

The project shall follow HUD standards and
generally includes the Roof Replacement work for eight (8) buildings.
Removal of the existing shingle roof system including gutter and downspout, ridge vents and metal trim. Install new shingle roof with new gutters, downspouts, ridge vents, and metal trim.
The work shall occur while the units are occupied by tenants.
The apartment complex consists of three (3) different building types. Alternates for Maintenance Building roof replacement.

5. BID SECURITY

The Contractor shall
submit a Surety Bond or Certified Check in the amount of 5% of the total work for each project made out to the Owner. The security shall be issued by a surety licensed to conduct business in the State of West Virginia. The Owner reserves the right to retain the security of the next two lowest bidders until the low bidder enters into the
Contract or until sixty (60) days after bid opening.

6. PERFORMANCE BOND AND PAYMENT BOND.

Shall be in accordance with HUD forms in the amount of 100% of the value of the work.

7. TIME OF
COMPLETION AND LIQUIDATED
DAMAGES.

The Contractor shall commence work under this Contract upon receipt by him of the Notice to Proceed, prosecute said work diligently, complete and have ready for substantial completion (Use and Occupancy) no later than Ninety (90) calendar days after receipt of the Notice to Proceed. The time stated for completion shall include final clean-up of the premises, removal of the contractor’s equipment and supplies and receipt of the Use and Occupancy Permit. In case of failure on the part of the Contractor to complete the work within the time fixed in the contractor an
y extensions thereof, the Contractor shall pay the Owner, as fixed, agreed and liquidated damage, the sum $300.00 for each calendar day of delay.

8. PRE-BID
CONFERENCE.

There shall be a Pre-Bid Conference scheduled for Wednesday, May 27, 2020 at 10:00 AM at the site. The Architect will also be available to answer any questions concerning job details or bidding
procedures.

9. EQUAL
OPPORTUNITY.

The Contractor shall take the following steps to ensure that, whenever possible, subcontracts are awarded to small business firms, minority firms, women’s business
enterprises, and labor surplus area firms:

(a) Placing qualified small and minority businesses and women’s business enterprises on solicitation lists;
(b) Ensuring that small and minority businesses and women’s business enterprises are solicited whenever they are potential sources;
(c) Dividing total requirements, when economically feasible, into smaller tasks or quantities to permit maximum participation by small and minority businesses and women’s business enterprises;
(d) Establishing delivery schedules, where the requirements of the contract permit, which encourage participation by small and minority businesses and women’s business enterprises; and
e) Using the services and assistance of the U.S. Small Business Administration, the Minority Business Development Agency of the U.S. Department of Commerce, and State and local governmental small business agencies.

10. RESERVED RIGHTS

Housing Authority of the City of Romney reserves the right to accept or reject any/or all bids and to waive any technicalities of the bids and during the bidding process. If you wish to visit the site after the meeting, contact Ms. Brenda Shoemaker at 304.822.5296 to schedule a date and time.

The Owner may make such investigations as he deems necessary to determine the ability of the bidder to perform the work, and prospective bidders shall be required to furnish to the Architect evidence of performance of similar projects of this magnitude and complication and all such information and data for this purpose as may be requested. The Owner reserves the right to reject any bid if the evidence submitted by or investigation of, such bidder fails to satisfy the Owner that such bidder is properly qualified to carry out the obligation of the Contract and to complete the work contemplated therein.
