NOTICE OF REQUEST FOR
PROPOSALS FOR
ENGINEERING SERVICES
The Business Development Corporation of the Northern Panhandle in WV is seeking proposals from qualified engineers with architectural capability for multiple repairs, construction and improvements to a building that will be used for a welding training center in Weirton, West Virginia. The scope of work will include but is not limited to: 1) design specifications and engineering plans including an environmental review per US EDA regulations; 2) preparation of bidding and contract documents including a construction cost estimate; 3) handling of all meetings during the bid process including any mandatory pre-bid meeting to include a site visit/ walk-through; and 4) monitoring and inspection of construction activities to ensure compliance with plans and specifications. Procurement of said services shall be in accordance with Federal laws, rules and regulations. The project funding is contingent on approval of a grant application submitted to the US Economic Development Agency.
All parties interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, prior experience, location of the office in which the work will be performed, work to be subcontracted (if any), and management and staffing capabilities (i.e., work force, work load, etc.). The goal of the competitive process is to objectively select the firm that will provide the highest quality service at a realistic fee. The BDC will afford full opportunity for minority/disadvantaged business enterprises to submit a show of interest to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age handicap or national origin in the contract award.
Technical qualifications and experience will be weighted heavily. The ability to complete the project in a timely and cost-effective manner will also be considered. Selected respondents may be interviewed, and the firm judged most qualified will be selected. Please submit an original and three (3) copies of all proposal information by mail or delivered to Mr. Marvin Six, Executive Director, Business Development Corporation of the Northern Panhandle, 324A Penco Road, Weirton, WV 26062 no later than 3:00 p.m. Wednesday, July 1, 2020.
