SERVICES PROPOSAL

The Brooke County Commissioners are soliciting proposals from soils engineering firms to perform a Subsurface Investigation for the above Project on the lot adjacent to the existing Annex: corner of Main Street and 6th Street. The structure for the Brooke County Courthouse is anticipated to be steel framed with exterior masonry walls on spread foundations. It will be a three story structure. There will not be a basement. The first floor of the building must sit a minimum of 12″ above the 100 year flood elevation for the site. The building envelope will be built of brick, CMU stone and glass materials, there will be block shafts and drywall/stud standard interior office construction. All underground utilities must be located and marked before drilling and soil sampling takes place. Coordination with the Owner’s surveyor is required.
The Preliminary Subsurface Investigation shall include the following Services tasks:

1) Drilling a total of 6 (six) test borings to refusal or 25′-0″ and 2 (two) test borings to refusal or 50′-0″, whichever occurs first. The actual boring locations will be designated by McKinley Architecture + Engineering.

2) Observing, sampling and testing the soil materials obtained from the test borings. As applicable to the types of materials encountered, performing laboratory analysis of the soil samples to determine unconfined compressive strength, liquid & plastic limits, pyrite reactivity, and other tests as may be recommended.

3) Providing mining and drilling analysis of the site area past and possibly future extraction activities related to coal, oil, natural gas, and other marketable minerals. As a result of the mining and drilling analysis, recommending the number, depth, and location of any deep borings needing to be drilled at the site, in addition to the soil borings already included in 1) above.

4) Making recommendations on additional testing or monitoring for the site and identifying any special construction procedures or restrictions to be implemented to allow the placement of the foundations being proposed.

5) Column loads are anticipated to be less than 100 Kips and wall loads are anticipated to be less than 5 Kips per foot.

6) Provide 4 copies of a written report summarizing the Investigation’s scope, testing, and observations, along with recommendations for foundation design, pavement design, and earthwork procedures. Also include the following information and/or recommendations: ground water elevation and corresponding design values such as allowable bearing pressure, pile skin friction or pile lateral capacity, lateral earth pressures for retaining and basement wall design, minimum bearing depth/frost depth, soil spring constant (k) for slab on grade design, and seismic site classification based on the IBC.

Firms interested in providing these Project services should submit a written response to Brooke County Commissioners in care of McKinley Architects + Engineers at 32 20th Street, Wheeling, WV 26002 on or before February 19, 2021 at 3:00 pm EST. Include in the response an itemized breakdown of your proposed fee for the Services outlined, as well as a schedule for the performance of the Services.
