INVITATION TO BID The CITY OF NITRO is soliciting bids from qualified companies to design, engineer, procure, install, and interconnect a grid-tied (net metered) photovoltaic (P.V.) solar system for Phase I Citywide Install at West Sattes Community Center, 234 Lee Avenue, Nitro, WV 25143. Project name is City of Nitro Solar Project-Phase I Install-West Sattes Community Center. Pre-bid site visit is available by request by contacting Kim Reed at the Nitro Development Office at 304-306-4201. The deadline for technical questions is Tuesday, July 27, 2021 at 4:00 pm. Proposal are to be mailed to Recorder Rita Cox, P. O. Box 308, Nitro, WV 25143 or delivered to Nitro City Hall, 2009, 20th Street, Nitro, WV 25143 by August 3, 2021 by 4:00 pm. Proposals are to be reviewed at a regular meeting of Nitro City Council on Tuesday, August 17, 2021 at 7:00 pm. Applicants must show the following: Standard contract agreement General liability insurance of three million dollars Applicable jurisdiction licensing certification including contractor license and state business license Copy of installation and roof penetration warranties Number of years in business and years installing PV systems Number of employees and new hires in last year Any ties to local community/City of Nitro Membership of local professional organizations Additional information on company’s experience, standing, and stability Proposal required to include: Total project price indicating price for each building Price per watt for the total project and indicating price for each building Equipment specifications: Spec sheets for each module and inverter type specified PV Panels: Preference given to those manufactured in North America 25-year performance and manufacturer’s warranty required String or Micro Inverters accepted: Minimum 10-year manufacturer’s warranty Level 2 or 3 EV car charger on the Police Station Monitoring platform for production of system(s) Savings report with project cash flow and utility savings projected for 20 years Cash price and at least one financing option, including Powe r Purchase Agreement or lease All applicable State and Federal incentives Registration for sale of SRECS generated from the project Warranty for proposer’s labor and workmanship with details for roof penetration warranty Performance guarantee on the production of the system Option content to be included at the end of the document: Any additional business promotional information, warranties, performance information, product certifications, installation examples Preferential consideration will be given to proposals that include: Union labor PV panels manufactured in the US Ties to local community/City of Nitro LC-112839 07-06,13;2021
