COMMISSION REQUEST FOR PROPOSALS FOR INTERNET SERVICE PROVIDER TALCOTT AREA BROADBAND
EXPANSION PROJECT
Project Overview
The County Commission of Summers County, West Virginia (the “Commission”) is soliciting proposals from qualified Internet Service Providers (“ISP”) to assist in the management and operation of the Talcott Area Broadband Expansion Project, a yet to be constructed end-to-end broadband network over fiber in the Talcott area of Summers County, West Virginia (the “Project”). The network will be financed and constructed with the proceeds of a Community Development Block Grant (“CDBG”) from the U.S. Housing and Urban Development and the West Virginia Development Office (the “Grant”).
In managing and operating the Project, the ISP will be responsible for, among other duties, (1) providing dedicated internet service at 0.5 gigabit/second with price scaling to 1.0 gigabit/second., (2) operating the Project 24 hours a day / 7 days a week, (3) providing and installing necessary equipment, (4) maintaining the network at advertised internet speeds in regular operation, (5) managing all aspects of customer service, (6) responding to service outages in a commercially reasonable manner, (6) collecting all fees or other payments, (7) monitoring the status of the network, (8) providing notice to customers if a failure has been detected, indicating the nature of the problem and time of recovery, and (9) assisting the Commission in completing its reporting requirements under the Grant.
