NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT MU22AIRCRAFT Response Deadline: 3:00 p.m. LPT, November 4, 2021 Marshall University intends to waive the solicitation process and approve a sole source to purchase one (1) Piper Seminole aircraft for its new School of Aviation, with the option to purchase up to nine (9) additional aircraft during a six (6) year period. This multi-engine flight training aircraft and will be used to prepare students for Multi-Engine Rating Certification. The University has determined that fleet uniformity will provide economies of scale in training and maintenance. Justification: The University has determined the Piper Seminole aircraft has many unique features that are essential to the University’s flight training program. Those features include the following: o A Twin-Engine training- suitable aircraft with counter-rotating propellors o Parts available from distributors inside the United States to ensure quick delivery and minimal downtime for repairs. o Garmin G1000 hardware and software, which is comparable and compatible with the programs existing single engine aircraft and flight simulators. o An enhanced automatic flight control system, including stability protection, automatic leveling capabilities, under speed protection/correction, and coupled go around; o Two Lycoming 180HP engines; o Avionic placement designed specifically for efficient and safe multi engine flight training; o Satisfies the regulatory requirements of a Technically Advanced Airplane suited for multi engine flight training; o Over 1,000 lb. Useful Load, which allows an instructor to accompany two students with full fuel tanks; and o Integrated Digital Autopilot and Traffic Advisory System. Interested Vendors (firms or individuals) that can sell an “or equal” aircraft to the University can respond with an alternate solution that overcomes the sole source reasons stated above, along with sufficient, detailed, convincing documentation, regarding their ability to supply equivalent aircraft. The Vendor’s response must be sent directly to Marshall University’s Chief Procurement Officer at [email protected] and be received no later than 3:00 p.m., LPT, November 4, 2021. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the University. Supporting documentation should include, but is not limited to, aircraft specifications, available quantities and a comprehensive timeline that include aircraft importation and upgrades. The University reserves the right to require the responding Vendor to submit additional information as it may deem necessary and may consider any evidence available to it of the financial technical and other qualifications and abilities of the responding Vendor. This is not a request for bids or proposals and there is no solicitation available. The University will not consider any responses as a proposal, bid, or quote. Any response received as a result of this Notice of Intent shall be considered solely for determining whether bona fide competition exists. If it is determined by University staff, after reviewing any information received from responding Vendors, that sole source justification stands and the aircraft are available only from a sole source, the University will waive the solicitation process and award the sole source procurement.
