Notice is given that MPLX Terminals LLC has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a R13 permit modification for the use of portable flares to control emissions from the existing truck loading rack during periods of planned downtime for the vapor recovery unit (VRU) at the Charleston Terminal located at Standard St. & MacCorkle Ave, Charleston, in Kanawha County, West Virginia. The latitude and longitude coordinates are 38.351310, -81.645420. The applicant estimates the increased potential to discharge the following Regulated Air Pollutants will be: nitrogen oxides – 5.61 tons per year and carbon monoxide – 14.04 tons per year. Startup of operation is planned to begin on or about the first day of January, 2022.
