REQUESTS FOR PROPOSAL The City of St. Albans requests for proposal partnership for deployment of high-speed broadband in the City of St. Albans, WV. St. Albans City Council seeks to partner with a private entity to collaborate with the city to build a fiber optic broadband network. Sealed proposals will be accepted until 4:00 p.m., November 29, 2021, 1499 MacCorkle Avenue, St. Albans, WV 25177, or mailed to St. Albans City Hall, Attn: City Clerk, P.O. Box 1488, St. Albans, WV 25177. Sealed proposals will be opened on Monday, December 6, 2021 at 6:30 p.m. at the regularly scheduled meeting of St. Albans City Council, at 51 Sixth Avenue, St. Albans, WV. The sealed proposals will be opened and publicly read aloud at the meeting of Council. Envelopes shall be marked “Responses to RFP for Partnership for Deployment of High-speed Broadband” in the lower left corner. Email submission will not be accepted. After opening proposals will be forwarded to the City Council Committee for Broadband for review and recommendation to St. Albans City Council at a future meeting. In awarding a proposal, the Council reserves the right to reject any and all proposals, waive formalities, informalities and technicalities therein, and to take whatever proposal they determine to be in the best interest of the City of St. Albans considering cost, proposal content, qualifications of the vendor, quality of project approach, time of delivery or completion, responsibility of vendors being considered, previous experience of vendors with broadband projects, or any other factors they deem appropriate.
