AIR QUALITY PERMIT NOTICE Notice of Application Notice is given that MarkWest Hydrocarbon, L.L.C. (MarkWest) has applied to the West Virginia Department of Environmental Protection, Division of Air Quality, for a Class II Administrative Update to the existing R13-2557D permit for the Cobb Extraction Plant located in Kanawha County, West Virginia. MarkWest is requesting revisions to Consent Decree (CD) language in Permit R13-2557D and updates to emissions associated with the blowdowns to atmosphere, produced fluids tanks and loadout emissions, and fugitive emissions based on recent gas compositions and operations data at the Cobb Extraction Plant. From 601 57th St, SE, Charleston, WV: Head northeast toward 57th St, turn left onto 57th St, turn left onto MacCorkle Ave SE and continue for 1.8 miles, turn right onto 36th St SE, continue onto 36th St Southeast Bridge, take the ramp onto I-64 W/I-77 N and continue for 2.5 miles, take the I-77N exit toward I-79/Parkersburg and continue for 0.5 miles, continue on I-77N for 1.4 miles, keep right at the fork to continue on I-79 N, follow signs for Clarksburg and continue for 18.9 miles, take exit 19 toward Bufflick Rd and turn right onto Bufflick Rd, continue onto US-119 S/Spencer Rd for 2.5 miles, turn left onto WV-4 N/Elk River Rd the Cobb facility entrance will be on the left in 1.5 miles. The latitude and longitude of the facility address is: N 38 29′ 16.83″ W81 19′ 26.73″. The application will result in the potential to emit of the following Regulated Air Pollutants as follows: Nitrogen Oxides (NOx) 0.00 tons/yr Carbon Monoxide (CO) 0.00 tons/yr Volatile Organic Compounds (VOC) 0.95 tons/yr Particulate Matter (PM) 0.00 tons/yr Sulfur Dioxide (SO2) 0.00 tons/yr Total HAPs 0.23 tons/yr Written comments will be received by the West Virginia Department of Environmental Protection, Division of Air Quality, 601 57th Street, SE, Charleston, WV 25304, for at least 30 calendar days from the date of publication of this notice.
