Notice is hereby given that the City of Wheeling, WV will receive separate sealed proposals for Architectural and Engineering Services for planning, designing, construction bidding and contract administration in relation to the Wheeling Hill Sidewalk Replacement Project. Responses will be accepted until Tuesday, November 30, 2021 at 4:00 P.M. local prevailing time at the office of the City Manager, located at

Responses received after the request for qualifications deadline will not be accepted.
The City of Wheeling, WV, is seeking Expressions of Interest (EOI) from qualified architectural and engineering firms to provide general comprehensive consulting and professional services for planning, designing, construction bidding and contract administration. Firms interested in participating in this activity will be required to negotiate a contract for services in compliance with Federal and State regulations applicable to engineering and architectural contracts after selection as the best qualified firm.
Professional services may include the following: Engineering, designing, environmental remediation, planning and consulting services relating to the Wheeling Hill Sidewalk Replacement Project. This project will include the design for the replacement of approximately 2200 LF of curbing, sidewalk, inlets and fencing on Wheeling Hill from the McCollochs Leap Monument down to a set of steps that continue down to 200 McColloch Street. This set of steps and all sidewalk structures, i.e. retaining walls and cantilevered supports will be included with this project.
Subsequent to the City’s receipt and review of the EOI’s, interviews may be conducted with the responsible offerors who submitted proposals. The City reserves the right to select for contract negotiations, the responsible offeror whose EOI is determined to be most advantageous to the City. The Request for EOI’s may be canceled or any or all responses may be rejected, in whole or in part, when it is in the best interests of the City of Wheeling.
