ACCEPTING EXPRESSIONS OF INTEREST AND STATEMENTS OF QUALIFICATIONS The CRUM PUBLIC SERVICE DISTRICT is accepting Expressions of Interest and Statements of Qualifications from qualified engineering consulting firms detailing qualifications, technical expertise, management & staffing capabilities, references, and prior experience. Services needed are site-specific repairs to the existing water distribution system directly resulting from the late-February early-March 2021 flooding event in Southern Wayne County, West Virginia. The District has received damages at eleven individual sites throughout the system. The sites are adjacent to or directly within the WVDOH right-of-way, private property, and near creeks & streams. Professional services may include but are not limited to preliminary & general engineering services, environmental services, surveying, permitting, preparations of construction plans & technical specifications, bidding & contracting assistance, including evaluation of bids, construction administrative services, and construction observation services. The procurement of services is per Chapter SG-1-3 of the WV Code. Interested firms must submit five (5) copies of the requested information. All proposals are to be submitted in a sealed envelope and clearly marked as “Engineering proposal for late-February early-March 2021 flooding event.” Proposals must be received or postmarked no later than close of business December 7, 2021. Document packets should be mailed to the Crum Public Service District office at 414 Crum Road, Crum, WV 25669. Faxed or electronically submitted proposals will not be accepted. Note, the District anticipates the use of local, state & federal funds. All work will be performed under all applicable regulations. The use of FEMA Public Assistance Program funds is expected. Interested firms with previous FEMA-funded project experience should highlight past successes & available skillsets. The District will evaluate the statements of qualification, performance data, and any other submitted materials in selecting the three (3) best firms to perform the work, by opinion, that is of the highest quality at a reasonable cost. Once determined, the chosen firms will be contacted for immediate interviews for repair concepts and anticipated repair methods. A minimum of four (4) specific categories of the proposals will be reviewed: 1. Experience of the firm with state and federal grant programs. 2. Firm’s previous experience in the construction and management of these types of projects. 3. Qualifications and experience of personnel directly involved in the project 4. Professionalism and completeness of proposal. This announcement is intended for the broadest possible dissemination.
