For Modification of a Dam

Notice is hereby given that GSR, LLC, has applied for approval to modify the Mallard Dam, located on Little Beaver Creek, a tributary of Beaver Creek, 6.5 miles upstream of Beaver, Raleigh County, West Virginia.

The dam is an earthen structure used for recreational purposes within the resort area. Modifications that will be performed include: (1) raising the dam crest 0.3 feet, (2) replacement of five existing 48-inch diameter corrugated metal spillway pipes with five 60-inch diameter smooth walled HDPE pipes, (3) flattening the downstream slope from a 3H:1V slope to 4H:1V slope, (4) installation of a permanent erosion control matting over the downstream slope, (5) installation of a sand filter drain around the downstream end of the proposed spillway pipes, and (6) construction of a wooden trash rack / dock structure over the spillway intake. Upon completion of these modifications, the dam will be approximately 16 feet in total dam height with a maximum storage volume of 104 acrefeet of water. The capacity of the dam to store or safely discharge rainfall will remain 7.1 inches in a six-hour period. The structure has a hazard potential classification of “1”, defining it as a high hazard dam.

The land surface covered by this application is owned by GSR, LLC, and legal right to conduct operations is by deed. The dam is owned by the GSR, LLC.

Any person who may be adversely affected by issuance of a Certificate of Approval may request a hearing, provided that such request be in writing, contain specific objections to the issuance of the Certificate of Approval and be received by the Dam Safety Section within fifteen (15) days of this
publication.
