No.: WV0023205 Applicant: SANITARY BOARD OF THE CITY OF CHARLESTON THE CITY OF CHARLESTON 208 26TH STREET W CHARLESTON, WV 25387-1818 Location: CHARLESTON, KANAWHA COUNTY Latitude: 38:22:30 Longitude: 81:40:45 Receiving Stream: KANAWHA RIVER Activity: To operate and maintain an existing combined wastewater collection system and an existing 14.0 million gallons per day wastewater treatment plant. Facilities are to serve a population equivalent of approximately 140,000 persons in the City, the Ruthdale service area, the Guthrie service area, a portion of the Mt. Tyler service area, and environs and discharge treated wastewater through Outlet No. 001 to the Kanawha River at Mile Point 55.7. An antidegradation review has been conducted. Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6 for Outlet No. 001. Also, to operate and maintain disposal systems, best management practices, and the nine (9) minimum controls for the direct discharge of sanitary wastewater and storm water from Combined Sewer Overflow (CSO) Outlet Nos. These outlets are to discharge only when the hydraulic capacity of the collection system is exceeded during wet weather events. Tier 1 protection shall be afforded for the uses specified in 47 CSR 2 for the CSO outfalls through implementation of the facility’s Long-term Control Plan.
