ADVERTISEMENT FOR BIDS
Sealed bids for the construction of Contract #1 – City Avenue and Pikeview Drive Sanitary Sewer and Stormwater Emergency Rehabilitation Project will be received, by the Beckley Sanitary Board, Raleigh County, West Virginia until 2 p.m., L.P.T, on Friday, January 21, 2022, at which time the Bids received will be publicly opened and read.
The approximate quantities of work to be bid upon are described as follows:
Material and Installation for the following:
1 LS Mobilization/Demobilization, 1 LS Pre-Construction Video of Project Area, 1 LS Erosion and Sedimentation Controls; 1 LS Construction Stakeout; 2 EA Manhole Drop Connection; 15 EA Tie New Sewer Line in to Existing Manhole; 20 EA 4″ Gravity Terminal Line Cleanout & Customer Reconnect; 2 EA Connection of Proposed Gravity Sewer Line to Existing Manhole; 1 LS Adaptive Control System & Installation Including Electrical Power Drop, Pole, and System Controls; Control Panel; 8 Ft High Chain Link Fence with 12 Ft Wide Double Swing Gate, 4 Ft Pedestrian Gate, and Access Road; 1 EA 36″ Concrete Headwall Structure; 100 LF Gravel Driveway/Road Repair; 350 SY Drainage Ditch Slope Protection; 700 LF WVDOH Type “B” Trench Repair with Pavement; 100 LF Concrete Sidewalk / Driveway; 2,600 LF Reclamation of Disturbed Area (Seeding and Mulching), 50 CY of Unclassified Excavation, 370 LF of Rip Rap Channel.

1,250 LF 12″ PVC SDR-35 Gravity Sewer Line; 130 LF 12″ Class 50 Ductile Iron Sewer Line; 800 LF 8″ PVC SDR-35 Gravity Sewer Line; 220 LF 6″ PVC SDR-35 Gravity Sewer Line; 250 LF 4″ PVC SDR 35 Service Lateral Pipe; 230 LF 16″ Steel Casing (Bore & Jack); 70 LF 16″ Steel Casing (Open Cut); 25 EA 12″x 4″ PVC Wye Service Connection; 12 EA 8″ x 4″ PVC Wye Service Connection; 5 EA 6″x4″ PVC Wye Service Connection; 550 LF 24″ HDPE Storm Pipe; 30 LF 15″ HDPE Storm Pipe; 50 LF 12″ HDPE Storm Pipe; 1 EA 6″ Gravity Terminal Line Cleanout w/Frame & Cover; 1 EA 8″ Gravity Terminal Line Cleanout w/Frame & Cover; 8 EA Remove and Replace 48″ Diameter Manhole Base, Cone Top, Watertight Casting and Lid; 9 EA 48″ Diameter Manhole Base, Cone Top, Watertight Casting and Lid; 4 EA Manhole Demolition; 40 VF 48″ Diameter Manhole Riser Pipe; 5 EA Remove and Replace Stormwater Drop Inlets; 2 EA Stormwater Drop Inlets.
The Work will be substantially completed within 180 calendar days after the date when the Contract Times commence to run and completed and ready for final payment within 210 days after the date when the Contract Times commence to run. Liquidated damages shall be $1,000 per day.
The Issuing Office for the Bidding Documents is The Thrasher Group, Inc., 155 Blue Angel Lane, Beaver, WV 25813. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 am to 5:00 pm and may obtain copies of the Bidding Documents from the Issuing Office as described below.

— Bidding Documents issued as hard copy drawings and hard copy specifications are available for $150.00 per set.
— Bidding Documents issued as hard copy drawings and digital specifications on a CD or thumb drive are available for $100.00 per set.
— Bidding Documents issued as digital drawings and digital specifications on a CD or thumb drive are available for $50.00 per set.
Amounts paid are not subject to refund.
Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A two-envelope system will be used.
Envelope No.1 must have the following information presented on the front:
Name and address of Bidder
Bid on Contract #1 – City Avenue and Pikeview Drive Sanitary Sewer and Stormwater Emergency Rehabilitation Project
Received by the Beckley Sanitary Board
Envelope No.2 labeled “Bid Proposal” shall also be placed inside of Envelope #1.
Envelope No.1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No.2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No.1 are not in order, Envelope No.2 will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder.
A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids.
Bids shall be accompanied by a certified check or bid bond payable to Beckley Sanitary Board in an amount equal to five percent (5%) of the base bid.
Contractor is required to provide the Drug Free Workplace Certification in accordance with WV Code 21-1D-5.
All Bidders are required to have a West Virginia Contractor’s License per Section §21-11-11 of the West Virginia Code.
Bids received after the scheduled closing time for the reception of bids will be returned unopened to bidders.
The Beckley Sanitary Board reserves the right to reject any and all bids.
A mandatory pre-bid conference will be held at the Beckley Sanitary Board, located at 301 S Heber St., Beckley, WV 25801, Raleigh County, West Virginia, on Wednesday, January 5, 2021, at 10:00 am, L.P.T.
