ADVERTISEMENT FOR BIDS

Sealed Bids will be received by the Sanitary Board of Bluefield at the Council Chambers of City Hall, located at 100 Rogers Street, Bluefield, WV 24701, at the specified dates and times for the following work:

Contract No. 1: College Avenue Sewer Replacement Phase II, until 2:00 P.M., L.P.T., February 22, 2022.

The Total Base Bid for each contract shall include all costs for furnishing labor and materials and performing all work set forth in the Contract Documents prepared by Chapman Technical Group. Immediately following the scheduled closing time for the reception of bids, all proposals that have been submitted in accordance with the conditions of the Contract Documents will be publicly opened and read aloud.

The work to be bid upon is described as follows:

Contract No. 1

The Contract is identified as Contract No. 1: College Avenue Sewer Replacement Phase II and is shown on Contract Documents prepared by Chapman Technical Group. This Contract consists of replacing existing gravity sewer along College Avenue starting approximately 200 LF west of Leatherwood Lane and ending at Golf Street. The scope of work includes:

Furnish and install approximately 1,590 LF of 18″ gravity sewer pipe, 40 LF of 16″ gravity sewer pipe, 240 LF of 8″ gravity sewer pipe, 12 new manholes, removal and replacement of 11 manholes, 1 new doghouse manhole, pavement restoration, removal and or abandonment of existing sewers and manholes, along with all necessary incidentals.

Construction time limit is 240 calendar days. Construction at the Project site shall not begin for 60 days from the date established in the Notice to Proceed to allow for submittal and review of shop drawings and for orders to be placed by the Contractor.

Each prospective Bidder is required to purchase a minimum of one (1) copy of the Bidding Documents. Failure of any Bidder to purchase plans, specifications, and contract documents from the Engineer prior to submittal of bid will result in the rejection of said bid. These documents consist of plans, specifications, and a bid submittal packet. The bid submittal packet provides an unbound copy and listing of the items which are to be submitted with the Bid. Plans and Specifications MUST be obtained by each Bidder from the office of Chapman Technical Group, 200 Sixth Avenue, St. Albans, West Virginia 25177, telephone (304) 7275501, upon payment of a $300.00 for Contract No. 1. Payment is not refundable. If Plans and Specifications are requested to be mailed by the Engineer, Bidders shall also pay $40.00 for the cost of shipping.

The bid opening procedure shall be a twoenvelope system. Each Bid must be submitted in a separate sealed (inner) envelope labeled “Bid Proposal” containing the executed Bid Form, and included in a larger sealed (outside) envelope labeled “Bid Opening Requirements” containing the Certification of Receipt of Addenda, the Bid Bond with Power of Attorney, Certification of Nonsegregated Facilities, Drug Free Workplace Affidavit, Certification Regarding Equal Employment Opportunity, Certification Regarding WV Jobs Act, evidence of a valid West Virginia Contractors License, and evidence of valid Virginia Contractors License. Both sealed envelopes must be labeled as stated above and have the following information in the lower lefthand corner for the respective contract being bid:

“Name and Address of Bidder”, Sanitary Board of Bluefield, Bid on College Avenue Sewer Replacement Phase II, Contract No. 1, to be opened at 2:00 P.M., L.P.T., February 22, 2022.

In the event that all of the required items are not contained in the first envelope, the second envelope shall not be opened. The bidder will be declared nonresponsive. The lowest responsive bidder shall be the bidder who has completed all of the requirements for the first envelope and has the lowest Total Bid on the Bid Form.

The Qualifications Statement from the two (2) lowest bidders shall be submitted to Chapman Technical Group, 200 Sixth Avenue, St. Albans, West Virginia 25177, by 4:00 P.M., L.P.T., February 25, 2022.

Prospective Bidders are advised that the contracts awarded under this Advertisement for Bids is likely to be funded by a variety of federal, state and local funds. Neither the United States, the State of West Virginia, the Commonwealth of Virginia, nor any of their departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting contract.

All prospective Bidders are required to attend a mandatory PreBid Conference to be held at the Council Chambers of City Hall, located at 100 Rogers Street, Bluefield, West Virginia 24701 on February 9, 2022, at 10:00 A.M. for the purpose of discussing the Project and touring the Project site.

Prospective Bidders are hereby advised that it is their responsibility to adhere to all applicable Federal, State, and Local requirements and regulations including, but not limited to, NonSegregated Facilities, Drug Free Workplace, Equal Employment Opportunity, and the WV Jobs Act. Bidders on this work will be required to comply with Occupational Safety and Health Administration (OSHA) requirements.

NONDISCRIMINATION IN EMPLOYMENT
Bidders on this work will be required to comply with the President’s Executive Order No. 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin. The requirements for bidders and contractors under this order are explained in the specifications.

DRUGFREE WORKPLACE
Bidders on this work will be required to comply with the Drug Free Workplace provisions of Code of West Virginia. West Virginia Code 211D5 provides that any solicitation for a public improvement construction contract requires each vendor that submits a bid for the work to submit at the same time an affidavit of compliance with the bid. The enclosed drugfree workplace affidavit must be signed and submitted in the first envelope as evidence of the vendor’s compliance with the provisions of Article 1D, Chapter 21 of the West Virginia Code. Failure to submit the signed drugfree workplace affidavit in the first envelope shall result in disqualification of such bid.

Bidders on this work will be required to comply with the Drug Free Workplace provisions of Code of Virginia Title 2.2 Section 2.24312, to Chapter 43 Relating to the Procurement Practices of All Public Bodies.

All Bidders are required to have a WV Contractors License per Section 304212 of the WV Code. All Bidders are required to also have a valid Class A Virginia Contractor’s License. In accordance with the Virginia Public Procurement Act and Code of Virginia § 54.11115(A)(6), all bidders are required to provide a valid Virginia Contractor’s License Number with their bid. Any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he has valid and current West Virginia and Virginia Contractor’s licenses, has examined and acknowledges site and working conditions, and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed.

All questions must be submitted by each Bidder in writing by 3:00 P.M., L.P.T., February 15, 2022 to allow for addenda, if needed. No questions after such date will be answered. Email all questions to Matthew Tanner, P.E., of Chapman Technical Group at [email protected]. Only answers/clarifications provided via addenda shall be binding as part of the Contract Documents.

Bids shall be accompanied by a bid bond or a certified check in an amount equal to five percent (5%) of the bid to ensure the execution of the contract for which the bid is made. In case the bid is not accepted, the check or bid bond will be returned to the bidder, but if the bid is accepted and the bidder shall refuse or neglect to enter into a contract with the Sanitary Board of Bluefield within fifteen (15) days after the time he has been notified of the acceptance of his bid, the said check or bid bond shall be forfeited to the Sanitary Board of Bluefield as liquidated damages for the failure to do so.

No Bidder may withdraw his Bid for a period of ninety (90) days after the time of the opening of the Bids.

The Sanitary Board of Bluefield reserves the right to reject any and all Bids.
