FOR BIDS
Sealed Bids will be received by the WVNCC at the B&O Building, 1704 Market Street, Attn: Katrina Hyde (2022-007 B&O Building – Cleaning Bid), Wheeling, West Virginia 26003, for the B&O Building – Cleaning, until 2:00 P.M., L.P.T., February 24, 2022.
The total base bid price for the contract shall include the costs for furnishing labor and materials and performing all work set forth in the Advertisement for Bids, Information for Bidders, Forms of Proposal, General Conditions, Supplemental General Conditions, and Plans and Detail Specifications prepared by Chapman Technical Group.
The work to be bid upon is described as follows:
Cleaning of the existing, historic building, and historic repairs necessary to providing the cleaning, as indicated in the Contract Documents. The project is identified as B&O Building – Cleaning and is shown on Contract Documents prepared by Chapman Technical Group, dated January 2022.
Construction time limit is 30 calendar days.

Plans and Specifications MUST be obtained by each Bidder from the office of Chapman Technical Group, 200 Sixth Avenue, St. Albans, West Virginia 25177, telephone (304) 727-5501, upon payment of a $50.00 non-refundable deposit. If plans and specifications are requested to be mailed by the Engineer, Bidders shall pay an additional $10 for the cost of shipping. Purchase is also available at

Failure of any bidder to purchase plans, specifications, and contract documents from the Engineer prior to submittal of bid will result in rejection of said bid. Each Bid must be accompanied by a bid bond, made payable to the Owner, in the amount of five percent (5%) of the base bid, in accordance with the Instruction to bidders.
All prospective Bidders must attend a Mandatory Pre-Bid Conference to be held at the B&O Building, 1704 Market Street, Wheeling, WV 26003, at11:00 A.M., L.P.T., on February 8, 2022, for the purpose of discussing the project and touring the project site.

Only answers/clarifications provided via Addenda shall be binding as part of the Contract Documents.
All bidders are required to have a West Virginia Contractor’s License per Section Section 21-11-11 of the West Virginia Code. WVNCC reserves the right to reject any and all bids. No Bid may be withdrawn for a period of sixty (60) days after the time of the opening of the Bids.
