SAFE ROUTES TO SCHOOL PROJECT
Sealed bids for the Romney Safe Routes to School Project will be received by the City of Romney, until 2 p.m., local time on February 23, 2015, and then at said office publicly opened and read aloud.
This project involves the demolition of existing concrete sidewalk, construction of new concrete curb and sidewalk, installation of new crosswalk striping, a bike rack; and installation of other miscellaneous site elements.
A mandatory pre‑bid will be held February 9, 2015 at 11:00 am at City Hall.

Copies of the contract documents may be obtained by contacting E. L. Robinson Engineering, 5088 Washington Street, West, Charleston, WV 25313 at 304‑776‑7473. A non‑refundable $75 deposit is required for each set. There will be an additional charge for priority overnight delivery based on actual cost.
Bids shall be submitted to the attention of Mayor Daniel O. Hileman, City of Romney, 340 East Main Street, Romney, WV 26767. Bids may not be modified or withdrawn for a period of 60 days after receipt of Bids without forfeiture of Bid security, not as a penalty but as liquidated damages. A five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) Bid Bond or certified cashier’s check must accompany all bids.
This project is partially funded by the Federal Highway Administration through the WVDOH Transportation Enhancement Program.
The successful bidder shall be required to pay the highest of the 2015 State/Federal local (prevailing) wage rates as determined by the West Virginia Division of Labor and the Davis‑Bacon Act.
Bidders on this work shall be required to comply with the President’s Executive Order No. 11246 which prohibits discrimination in employment regarding race, creed, color, sex, national origin, or physical disability, and bidders shall also comply with Title VI of the Civil Rights Act of 1964, the Davis‑Bacon Act, the Anti‑Kickback Act, and the Contract Work Hours Standards Act.
Any Contractor submitting a bid on this project hereby certifies, indicates, and acknowledges that he/she holds a current WV Contractor’s License on the date of the bid opening, and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed and acknowledges the guidelines of the Enhancement Grant Program and all applicable State and Federal Regulations.
The City of Romney reserves the right to reject any or all bids and to waive any informality therein.
