ADVERTISEMENT FOR BIDS

Sealed bids for the ATV TrailCamp at Coaldale Project will be received by E.T. Boggess Architect, Inc., at the Office of the Development Authority of Mercer County, 1500 West Main Street, Princeton, WV 24740 until 2:00 P.M., on Wednesday, March 4th, 2020 for furnishing labor and materials and performing all work set forth in the Advertisement for Bids, Information for Bidders, Bid and Bid Schedule (Form of Proposal and Unit Price Bid Form), General Conditions, Supplementary Conditions, AML Provisions, and Construction Documents prepared by E.T. Boggess Architect, Inc., and all addenda issued prior to receipt of Bids. Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the conditions of this project will be publicly opened and read aloud.

The Work to be bid will be divided and contracted with 3 separate bid packages and bidders can bid on 1, 2, or all 3 packages. Bid Packages may be awarded separately to different bidders. The separate packages are generally described as follows:

— Bid Package 1 – Site work improvements, including grading, site utilities (water, electrical, data, sanitary), roadways to accommodate entire development, and cabin foundations (12).

— Bid Package 2 – Construction and installation (setting) of modular cabins and installation (quantity may vary – minimum of 12 to establish per cabin cost). Additional cabins may be added or reduced based upon the per unit cost established by the 12 unit bid. Cabin construction may be off-site (modular or panelized) and delivered to the site and set or conventional framing constructed on-site.

— Bid Package 3 – Renovations to existing metal building to accommodate general store and restaurant (approximately 6,500 sf space). Work includes roof coating, interior buildout (studs/drywall), mechanical (HVAC and plumbing), and electrical systems to accommodate space requirements and equipment needs. Kitchen, bar, and store equipment along with new porch and canopy construction will also be part of the bid package.

— Construction time limit for the Contract is 240 consecutive calendar days to substantial completion for Base Bid work, anticipated to be opening fall 2020.

All bids must be submitted in accordance with the Bidding Documents issued by the Architect and the Form of Proposal.

To obtain Construction Documents, please contact E.T. Boggess Architect, Inc., 101 Rockledge Avenue, Princeton, WV 24740 (304-425-4491). The cost for printed bid documents is $75.00 and is nonrefundable. The cost for a CD is $40.00 and is nonrefundable.

A mandatory pre-bid conference will be held at the site located at 11138 Coal Heritage Road, Bramwell, WV 24715 on Wednesday, February 19that 1:00 p.m. All general contractors bidding the project are required to attend the pre-bid meeting to familiarize themselves with the project location, site conditions and other relevant information.Prospective bidders may not visit the site or enter onto the project property unaccompanied by the Owner.

A bidder may not withdraw his bid for a period of sixty (60) days after the date set for the opening of bids.

Bids shall be submitted in a sealed envelope with the contractor’s name and Bid Packages being submitted should be clearly shown.

Bids shall be accompanied by a certified check or bid bond payable to Development Authority of Mercer County in an amount not less than five percent (5%) of the base bid.

All bids shall also be accompanied by an executed Drug Free Workplace Certification, and a valid WV Contractors License.

Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.

Owner reserves the right to reject any and/or all bids/or portions of the bid.

Prospective Bidders are advised that the contract awarded under this bid is to be funded in whole or in part by the WV Economic Development Authority and West Virginia Department of Environmental Protection – Abandoned Mine Lands.

Bidders must comply with the President’s Executive Order Nos. 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, Section 3 Segregated Facilities, Section 109, West Virginia Jobs Act, the Contract Work Hours Standard Act and the “Buy American Act,” which will be discussed at the Pre-Bid and in the addendum.

Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed or national origin. Federal Law prohibits discrimination on the grounds of race, color, national origin, religion, age, handicap and sex in this project. Minority firms are particularly encouraged to participate.

USE OF MINORITY, WOMEN’S AND SMALL BUSINESS ENTERPRISES

Should the Contractor intend to sublet a portion of the work on this project, it shall seek out and consider minority, women and small business enterprises as potential subcontractors. The Contractor shall contact minority, women’s and small businesses to solicit their interest, capability, and prices, and shall retain proper documentation to substantiate such contacts.

The Contractor will sign and provide the Minority, Women’s and Small Business Affirmative Action Certification to DEP along with the name(s) of any subcontractor(s) it submits for approval.
