WATER SYSTEM IMPROVEMENT PROJECT
CONTRACTS 1, 2 AND 3

Separate sealed Bids for the construction of approximately 167,497 LF of 10”, 8”, 6”, 4” and 2” replacement waterlines, a new 586,000 gallon water storage tank with a hydrodynamic mixing system, and two (2) booster pump stations to serve approximately 865 existing customers in Marion County, WV will be received by the Monumental Public Service District at the Barrackville Lions Club Community Building at 716 1/2 Pike Street, Barrackville, WV 26559 at 2:00 p.m. on Thursday, April 15, 2021 for furnishing labor and materials and performing all work set forth in the Advertisement for Bids, Form of Proposal, Instructions to Bidders, General Conditions, Supplemental General Conditions, Detailed Specifications and Plans prepared by Hornor Brothers Engineers.
Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the conditions of this project will be publicly opened and read aloud. A Pre-bid Conference will also be held at the Barrackville Lions Club Community Building at 716 1/2 Pike Street, Barrackville, WV 26559 at 10:00 a.m. on Wednesday, March 31, 2021.
A summary of the work to be bid upon is described as follows:
CONTRACT 1:
Construction of approximately 91,392 LF of 10”, 8”, 6”, 4” and 2” replacement waterlines, 245 meter settings, the installation of a 450 gpm booster station, steel casing, water valves, fire hydrants and other related appurtenances necessary to construct a complete and functional water distribution system.
CONTRACT 2:
Construction of approximately 76,200 LF of 8”, 6”, 4” and 2” replacement waterlines, 217 meter settings, the installation of a 40 gpm booster station, steel casing, water valves, fire hydrants and other related appurtenances necessary to construct a complete and functional water distribution system.
CONTRACT 3:
Construction of a 586,000 gallon water storage tank with a hydrodynamic mixing system; site preparation, access road, tank foundation, fencing and gate, existing telemetry relocation, and other related appurtenances necessary to construct a complete and functional water storage system.

Bidders must comply with the requirements for Affirmative Action and Minority Business Enterprises participation as described in the Federal Specifications insert to the Contract Documents. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Copeland Act, the Contract Work Hours and Safety Act, and the West Virginia Division of Labor Wages for Construction of Public Improvements pursuant to West Virginia Code §21-5A-3. According to current West Virginia law, state prevailing wage rates do not apply to this project. Contractors shall abide by all local, state, and federal minimum wage laws.
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver apply to this contract.

Contract No. 1 – $300.00 Line Contract
Contract No. 2 – $300.00 Line Contract
Contract No. 3 – $250.00 Tank Contract
Complete Set – $450.00
This payment is non-refundable.
A certified check or bank draft payable to the Monumental Public Service District or a Bid Bond executed by the Bidder and a Bidder and surety company approved by the Monumental PSD in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award. No Bid shall be waived or returned because the Bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statutes of the United States, the State of West Virginia and/or local ordinances.
No Bid may be withdrawn for a period of ninety (90) days after the time of the opening of the Bids.
Any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a license and meets all the qualifications required by the statutes of the state and subdivision in which the work is to be performed.
To guarantee the faithful performance of the Contract, the successful Bidder will be required to furnish the Owner a Performance Bond and Payment Bond for 100% of the Contract price. These Bonds are the ones that are executed in connection with a Contract to secure fulfillment of all the Contractor’s obligations under such Contract.
Bids received after the scheduled closing time will be returned unopened to the bidders.
The Monumental Public Service District reserves the right to reject any or all Bids.
