Separate sealed BIDS for the construction of City of Charles Town, Charles Town Utility Board, Water Treatment Plant Improvement Project – Task 15 will be received by the Charles Town Utility Board, 832 South George Street, Charles Town, WV 25414 until 2:00 p.m., on Wednesday, September 16, 2015 and then at said office publicly opened and read aloud. Sealed bids can be hand delivered to the Charles Town Utility Board, Monday through Friday between the hours of 9:00 a.m. and 4:00 p.m. A mandatory pre-bid conference will be held at the Charles Town Utility Board Office at 2:00 p.m., Wednesday, August 26, 2015. Representatives of the Owner and Engineer will be present to discuss the project. Attendance is mandatory. Bidders are required to attend and participate in the conference.

Bids are for furnishing all labor, materials, equipment, and performance of work for the Charles Town Utility Board’s Water Treatment Plant Improvement Project which includes the construction of a two flocculation/sedimentation tanks with plate settlers; a gravity thickener; a one million gallon chlorine contact/ground level storage tank; high service booster station; decommissioning of old flocculation/sedimentation tank; various pumps; upgrades to control center; and all other work necessary to complete the project as detailed in the contract documents prepared by Rummel, Klepper & Kahl, LLP.

All BIDS shall remain open for ninety (90) days.

Copies of the CONTRACT DOCUMENTS can be obtained from the office of the Engineer, Rummel, Klepper & Kahl, LLP, 242 North Tornado Way, Suite 1, Keyser, WV, Phone (304) 788-3370, upon a non-refundable payment of $400.00 plus shipping charges, if any. All contractors must purchase Plans, Specifications and Bid Forms from the Engineer in order to bid.

A five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) Bid Bond or certified cashier’s check must accompany all Bids.


Bidders on this work will be required to comply with the President’s Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications.

Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act and the Contract Work Hours Standards Act.


Recipient shall not entertain the use of businesses that are listed on the “Excluded Parties List System” at in accordance with 2 CFR Part 1532 and Subpart B and C of 2 CFR Part 180.

Per the requirements of the Article 21-11-11 of the Code of the State of West Virginia, any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a Contractor’s license from the State of West Virginia and meets all the qualifications required by the statutes of the state and location in which the Work is to be performed.

Successful Bidders shall be required to comply with all laws pertaining to prevailing wage rates for the State of West Virginia as issued by the West Virginia Division of Labor in accordance rate for a worker classification, the Contractor will be required to identify the applicable State wage rate for the worker classification. Wage Rate Decisions are included in the Contract Documents and will be updated as required by addendum prior to bid opening date.

Per the requirements of the Article 21-1D-5 of the Code of the State of West Virginia, any Contractor submitting a bid for a public improvement construction contract shall provide an affidavit of compliance that the Contractor has a written plan for a drug-free workplace policy. Failure to complete the Drug Free Workplace Conformance Affidavit Bid Form shall result in disqualification of the Bid.
