ADVERTISEMENT FOR BIDS CHIEF LOGAN RECREATIONAL CENTER, INC. MOUNTAIN COASTER ACCESS ROAD – AMLER FUNDED PROJECT Separate sealed bids will be received by the Owner, Chief Logan Recreation Center, Inc., located at 505 Conference Center Drive, Chapmanville, WV 25508 for construction of an access road for the Amler funded Mountain Coaster Access Road project. The deadline for receipt of bids is April 7,2026 at 2:00 PM Local Time for products, materials, construction activities set forth in the Form of Proposal. Bid will be received at the office of the Owner located at Chief Logan Recreation Center, 505 Conference Center Drive, Chapmanville, WV 25508 up until the bid deadline. All proposals which have been submitted in accordance with the conditions of this project will then be publicly opened and read aloud. A Pre-Bid Meeting will be held on March 24, 2026 at 1:00 PM at the Chief Logan Recreation Center, 505 Conference Center Drive, Chapmanville, WV 25508. Contractor's or other interested parties attendance at the Pre-Bid meeting is mandatory. The contract to be bid upon are described as follows: Includes installation of approximately 1,533 L.F. of new road construction, drainage and road base. The total completion time for each individual contract is as specified in the Bid Proposal for that contract. State and Federal Prevailing wage rates do not apply to this project. Robinson Engineering, 67 Crawley Creek Road, Chapmanville, WV 25508 upon payment of two hundred fifty dollars ($250.00) (includes shipping/handling) which is not subject to refund. Project questions are to be directed to the Engineer. For all contracts exceeding $10,000, bidders must comply with the President's Executive Order No. 11246, entitled "Equal Employment Opportunity", as amended by Executive Order 11375. As supplemented in Department of Labor regulations (41 CFR Part 60), which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must also comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hours Standards Act, and 40CFR 31.36 L (3,4 & 6). The sealed envelope containing the Bidder Information and Form of Proposal must have the following information clearly printed or typed on the front lower right-hand corner: "Bid for Contract – AMLER Mountain Coaster Access Road: Submitted by: (insert name & address of bidder)." Bid Deadline April 7, 2026 at 2:00 PM No bidder may withdraw their bid for a period of 60 days following date of receipt of bids. The Owner reserves the right to reject any and all bids, to waive informalities, and to reduce the scope of the project units if necessary so the accepted bid is within budgeted funds. Contract award will be made to the lowest, responsible, responsive bidder. Bids shall be accompanied by a certified check or bid bond payable to the Chief Logan Recreation Center, Inc. in an amount not less than five percent (5%) of the base bid. Any contract or contracts awarded under this Invitation for Bids are expected to be funded by Federal AMLER grant funds. Neither the US of A, State of West Virginia nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resultant contract.
