ADVERTISEMENT FOR BIDS PUTNAM COUNTY COMMISSION FOR THE PUTNAM COUNTY BUILDING COMMISSION CUSTER RIDGE WATER MAIN EXTENSION PROJECT Sealed bids will be received by the Putnam County Commission for the Putnam County Building Commission, 12093 Winfield Road, Winfield, West Virginia at their Commission Chambers, Second Floor, Putnam County Courthouse until 4:00 p.m. on Tuesday, February 24, 2026. All sealed bids received by the deadline will be publicly opened at 5:00 p.m. and read aloud for the Custer Ridge Water Main Extension Project. This is a two-envelope system. All required documents will be verified before the second envelope (bid) will be opened. The sealed envelope containing the bid must have the following information in the lower left-hand corner: "Name and Address of Bidder, Bid on Custer Ridge Water Main Extension Project, Putnam County Commission for the Putnam County Building Commission, To be Opened at 5:00 p.m., February 24, 2026." The work for which bids will be received includes, but is not limited to, the following major components of the construction: 11,850 LF of 6" PVC pipe, and 5,358 LF of 2" PVC pipe The Contract includes bore and jack and open-cut road crossings with casing pipes, pavement replacement, blow offs, and other incidentals necessary to complete the project. Construction time limit for the contract is 270 calendar days. The Contract will be awarded based on the Base Bid only, as detailed in the Bid Schedule. The Putnam County Commission reserves the right to reject any and all bids and to waive any informality therein. Bidders on this work will be required to comply with the President's Executive Order 11246, which prohibits discrimination in employment regarding race, creed, color, sex or national origin, and have non-segregated facilities. This Economic Enhancement Grant Fund project is to be financed by a grant from the West Virginia Water Development Authority (WDA) and will be referred to as the Custer Ridge Water Main Extension Project. Bidders must comply with the requirements for Affirmative Action and Minority Business Enterprises, the Contract Work Hours and Safety Act, and the West Virginia Jobs Act. Each Bidder must fully comply with the Disadvantaged Business Enterprises, and Affirmative Action Requirements, as identified in the contract documents. The Bidder agrees to make "positive efforts" to subcontract a portion of the total value of the contract to Disadvantaged Business Enterprises. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 33.240. Failure to demonstrate positive efforts to do so may lead to rejection of bids. For this program, the term "subcontract" includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract. Physical copies of the Plans and Specifications and proposal forms may be purchased from Terradon for $150.00 per set. In addition, there will be a delivery charge of $40.00 per set, if delivery is required. The cost of the plans and specifications, as well as the delivery charge, is non-refundable. Any future addenda will be distributed electronically from the Engineer via email only to bidders registered in attendance at the mandatory pre-bid meeting. A mandatory Pre-Bid Conference will be held on Tuesday, February 10, 2026 at 2:00 p.m. at the Commission Chambers, Second Floor, Putnam County Courthouse, 12093 Winfield Road, Winfield, WV 25213. A certified check or bank draft payable to the Putnam County Commission, or a Bid Bond furnished by a solvent surety company authorized to do business in the State of West Virginia, in an amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder's entrance into a Contract, if given the award. No Bid shall be waived or returned because the Bidder failed to or cannot comply with any requirements as set forth in the Plans and Specifications, or any applicable statutes of the United States, the State of West Virginia and/or local ordinances. No Bidder may withdraw their bid for a period of ninety (90) days after the time of the opening of the Bids. Any Contractor submitting a Bid on this project hereby certifies, indicates and acknowledges that he/she has a license and meets all the qualifications required by the statutes of the State and subdivision in which the work is to be performed.
