ADVERTISEMENT FOR BIDS
Tazewell County and Appalachian Agency for Senior Citizens (AASC) are accepting sealed bids for the Falls Mills Adult Daycare Center located at the former Falls Mills Elementary School site (234 Angel Lane, Falls Mills, VA). Work includes the construction of an 8500 SF +/- Adult Daycare Center, Use Group I-4, Type 5B construction, fully sprinklered, associated parking and associated access drive.
Sealed bids will be received at Tazewell County Administration Building located at 197 Main Street, Tazewell, VA until 2:00 P.M., local prevailing time, on August 21, 2019, and then at said office publicly opened and read aloud. It is the responsibility of the vendor to assure that its Bid is delivered to the place designated for receipt of bids and by the time set for receipt of bids. No bids received after the time designated for receipt of Bids will be considered.
Withdrawal of bids due to error shall be according to Section 2.2-4330.B.2 of the Virginia Public Procurement Act. Bids must be accompanied by Bid security as specified in the Instructions to Bidders.
Where the public body opens the bids one day following the time fixed for the submission of bids, the bidder shall submit to the public body or designated official his original work papers, documents and materials used in preparation of the bid at or prior to the time fixed for the opening of bids. The work papers shall be delivered by the bidder in person or by registered mail. The bidder shall have two hours after the opening of bids within which to claim in writing any mistake as defined herein and withdraw his bid. The contract shall not be awarded by the public body until the two-hour period has elapsed.
Unless cancelled or rejected, the responsive bid from the lowest responsible bidder shall be accepted as submitted, except that if the bid from the lowest responsible bidder exceeds available funds, the Public Body or designated official may negotiate with the low bidder to obtain a contract within available funds.
The Owner reserves the right to negotiate with the lowest responsive and responsible Bidder when lowest bid is in acceptable range of budgeted project funds.
The Contract(s) shall be awarded on a lump sum basis with divisional breakdown (schedule of values) to the lowest responsive and responsible Bidder(s) in accordance with AIA Document A101-2017.

A mandatory Pre-Bid Conference will be held at 234 Angel Lane, Falls Mills, VA on August 5, 2019 at 2 P.M. All interested parties are requested to meet the Architect / Engineer at that time.
Each Bidder shall be licensed as a Class A contractor in the Commonwealth of Virginia; bidders are instructed to review the Code of Virginia, Title 54.1, Chapter 11, prior to bidding.
MBE/WBE firms are encouraged to submit Bids.

Tazewell County and AASC reserve the right to reject any and all Bids if it appears in its best interest to do so.
All expenses related to responding to this invitation to bid are the sole responsibility of the bidder and shall not be reimbursed by Tazewell County or AASC.
