Sealed Bids must be received by April 23, 2026 no later than 1:00 PM (ET) at the address below. Bids will then be publicly opened and read aloud. HAMLIN, WV 25523 A Mandatory Pre-Bid Conference will be held at 10:00 AM (ET) on April 2, 2026, at Lincoln County Schools Board of Education Office located at 10 Marland Ave, Hamlin, WV 25523. The Pre-Bid Conference may be followed by a walk-through at Lincoln County High School. Any Prime Bidder who fails to attend the Pre-Bid Conference will cause that Bid to be disqualified. Bidding Documents may be obtained before and after the Pre-Bid Conference from [email protected]. The Prospective Bidder will be responsible for all printing costs pertaining to the Bidding Documents, which are non-refundable. An electronic version of the Bidding Documents is available. Only those who obtain the Bidding Documents will receive any Addenda issued, so it is important that confirmation is received by ZDS Design/Consulting Services that documents have been issued. Electronic Copies of the Bidding Documents will be available from the office of the Engineer, ZDS Design/Consulting Services, 135 Corporate Center Drive, Suite 532, Scott Depot, WV 25560, telephone 304-755-0075 in electronic format (PDF) and will be sent by the Engineer to interested parties via file transfer email download, upon payment of a non-refundable document access fee of $100.00. Only full sets of the Bidding Documents will be issued by the Engineer. With payment of the $100.00 document access fee, the interested party will also be listed by the Engineer as a registered bidding document holder. Bidding Documents include both Specifications and Drawings, and only complete sets are available. Contractors and suppliers must review complete sets and any who obtain partial sets will have full responsibility for coordinating information with other portions of the bidding documents to assure a full and accurate estimate of the work required. The contract documents are on file in the office of the Engineer (ZDS Design/Consulting Services), the Contractor's Association of West Virginia's plan room, Kanawha Valley Builders Association plan room and the Lincoln County Board of Education Office where any interested party may refer to them during regular office hours. Bidding Forms of Proposal are included in the Specifications. Bids shall be submitted in accordance with instructions in Specifications and with SBA 400 – SBA Supplemental Instructions to Bidders to AIA A701 (2017). Pursuant to the requirements contained in West Virginia Code, all Bidders shall furnish a valid Bid Bond in the amount of five percent (5%) of the total Base Bid protecting the Lincoln County Board of Education and the School Building Authority of West Virginia. Bid Bond obligee shall be the County Board of Education. Should the Bidder refuse to enter into a Contract with the Owner on the terms stated in the Bidding Documents or fail to furnish Bonds covering the faithful performance of the Contract and all obligations arising thereunder, the full amount of the Bid Security shall be forfeited to the Owner as liquidated damages, not as a penalty. The SBA Bid Checklist and Certification Form (SBA 401) outlines the Three Envelope System that is to be used on all SBA funded projects. All Prime Contractors and Subcontractors shall be licensed in compliance with West Virginia Code Chapter 21, Article 11 (Contractor Licensing Act). All Prime contractors shall include their West Virginia Contractor License Number in their Bid Proposal. The successful Bidder will be required to execute a contract, comply with all rules and regulations of the West Virginia Workers' Compensation Laws, and provide evidence of insurance coverage to the minimum limits required by the contract documents. The bidder to whom the contract is awarded shall pay for, execute and deliver to the Owner, via the Engineer, before signing the contract, a corporate surety Performance and Labor and Material Payment Bond on AIA Document A312, or equivalent, in a sum equal to at least the contract amount. Refer to Article 7 of SBA 400 – Supplemental Instructions to Bidders for additional information. The Owner reserves the right to conduct such investigation as necessary to determine the responsibility of a bidder, and to the extent permitted by state law, the Owner reserves the right to reject any and all bids, and to make selections from the bids that are solely in its own best interes, and the right to withhold final award of contract for sixty (60) days after opening bids.
