ADVERTISEMENT FOR BIDS Town of Athens Adaptive Reuse of the former bank building Athens, WV NOTICE IS HEREBY GIVEN THAT The Town of Athens will accept sealed bids for the Adaptive Reuse of the former bank building located at 102 S. State Street, Athens, WV. The project's main objective is to renovate the building to accommodate the Town of Athens Administrative Offices and Town Hall. The project scope includes interior renovations for offices, construction of two ADA compliant public restrooms, and a new City Council Chambers. New construction includes stud walls with drywall and paint, carpet tile and porcelain tile finishes in the restrooms. Existing ceiling systems will be removed and a new acoustical ceiling system to be installed with new LED lighting throughout. Existing HVAC and plumbing systems in place will be utilized and will require some adjustments to accommodate the new work. Current work involves the upper level only and the lower level may be renovated in a future phase. Sealed bids will be received by the Town of Athens, at the current Town Hall, 202 S. State Street, PO Box 458, Athens, WV 24712 until 2:00 p.m., on Thursday, October 2nd, 2025. Bids received after that time will be returned to the bidder unopened. All sealed bids will be publicly opened and read aloud at the Town Hall immediately following the scheduled closing time for receipt of bids. Interested parties are invited to attend. The Work includes renovations to the former bank building as documented in the drawings and specifications prepared by E.T. Boggess Architect, Inc. All bids must be submitted in accordance with the Bidding Documents issued by the Architect and the Form of Proposal. All bids must be enclosed in sealed envelope bearing the name "Renovations for the Athens Town Hall." Faxed bids will not be accepted. Bids may be mailed or delivered to the Athens Town Hall, 202 S. State Street, PO Box 458, Athens, WV 24712 if received prior to bid date. A pre-bid meeting will be held at the site located at 102 S. State Street, Athens, WV on Thursday, September 18th at 2:00 p.m. All general contractors bidding the project are encouraged to attend the meeting to familiarize themselves with the project location, site conditions and other relevant information. The Town of Athens will afford full opportunity for minority business enterprises and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap or national origin in the contract award. Bidders on this work will be required to comply with the WV Legislature which prohibits discrimination in employment with regards to race, religion, color, national original, ancestry, sex, age, blindness, or disability. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Americans with Disabilities Act, and West Virginia Code 21-1D-5 requiring a Drug Free Workplace. Any and all construction must be in conformance with all applicable state and county regulations. Each bidder will be required to furnish a certified check or bank draft payable to the Town of Athens or a Bid Bond executed by the Bidder and a grantee Bidder and a Bidder surety company approved by the Town of Athens, West Virginia, in an amount equal to five percent (5%) of the total projected cost of the work, materials and labor, plus proposed fee, which shall be submitted with each Bid to guarantee the Bidder's entrance into a Contract, if given the award. No Bid shall be waived or returned because the Bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statutes of the United States, the State of West Virginia and/or local ordinances.
