Separate sealed Bids for the construction of approximately 112,255 LF of waterlines, new 130,000 gallon and 53,000 gallon water storage tanks, new 50 gpm booster pump station, and SCADA control system to serve approximately 247 new customers in Randolph County, WV will be received by the Huttonsville Public Service District in the Huttonsville-Mill Creek Volunteer Fire Company located across from the PSD office on U.S. Route 250 and 219 in the Town of Mill Creek, West Virginia until 2:00 p.m. Tuesday, March 24, 2015, for furnishing labor and materials and performing all work set forth in the Advertisement for Bids, Form of Proposal, Instructions to Bidders, General Conditions, Supplemental General Conditions, Detailed Specifications and Plans prepared by Hornor Brothers Engineers.

Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the conditions of this project will be publicly opened and read aloud. A Pre-bid Conference will be held also at the above location at 10:00 a.m. on Tuesday, March 10, 2015. A summary of the work to be bid upon is described as follows:

CONTRACT 1: Construction of approximately 87,584 LF of 10”, 8”, 6”, 4”, 3” and 2” waterlines, 220 meter settings, a new 50 gpm booster pump station, steel casings, water valves, fire hydrants and other related appurtenances necessary to construct a complete and functional water system.

CONTRACT 2: Construction of approximately 24,671 LF of 8”, 6”, 4” and 2” waterlines, 27 meter settings, the installation of steel casing, water valves, fire hydrants and other related appurtenances necessary to construct a complete and functional water system.

CONTRACT 3: Construction of 130,000 gallon and 53,000 gallon water storage tanks; site preparations, access roads, tank foundations, fencing and gates, SCADA control system and other related appurtenances necessary to construct a complete and functional water storage system.

Bidders on this work will be required to comply with the President’s Executive Order No. 11246 and “HUD Section 109”, which prohibits discrimination in employment regarding race, creed, color, sex, or national origin.

Bidders must comply with the requirements for Affirmative Action and Minority Business Enterprises participation as described in the Federal Specifications insert to the Contract Documents. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Copeland Act, the Contract Work Hours and Safety Act, and the West Virginia Division of Labor Wages for Construction of Public Improvements pursuant to West Virginia Code Œ21-5A-3.

Copies of the Contract Documents may be obtained from the office of Hornor Brothers Engineers located at 140 South Third Street or at the above mailing address upon payment of the following:

Contract No. 1 – $250.00 Line Contract
Contract No. 2 – $250.00 Line Contract
Contract No. 3 – $200.00 Tank Contract
Complete Set (Contracts 1, 2 and 3) – $400.00

This payment is non-refundable.

A certified check or bank draft payable to the Huttonsville Public Service District or a Bid Bond executed by the Bidder and a Bidder and surety company approved by Huttonsville PSD in the amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award. No Bid shall be waived or returned because the Bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statutes of the United States, the State of West Virginia and/or local ordinances.

No Bid may be withdrawn for a period of ninety (90) days after the time of the opening of the Bids.

Any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a license and meets all the qualifications required by the statutes of the state and subdivision in which the work is to be performed.

To guarantee the faithful performance of the Contract, the successful Bidder will be required to furnish the Owner a Performance Bond and Payment Bond for 100{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} of the Contract price. These Bonds are the ones that are executed in connection with a Contract to secure fulfillment of all the Contractor’s obligations under such Contract.

Bids received after the scheduled closing time will be returned unopened to the bidders.

The Huttonsville Public Service District reserves the right to reject any or all Bids.
